RESOLUTION 2024-66

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

CORONADO, CALIFORNIA, PROHIBITING RIDING OR

OPERATING A BICYCLE UPON THE CORONADO SHORES
BOARDWALK.

WHEREAS, The City Council of the City of Coronado (“City Council”) intends to promote the safety of persons using bicycles and sidewalks in busy and popular areas of the City while maximizing recreational opportunities; and
WHEREAS, the City Council is authorized by Coronado Municipal Code section

56.08.054, as may be amended, to prohibit by resolution the riding or operating of bicycles on designated sidewalks; and
WHEREAS, the City Council has previously prohibited the riding or operating of bicycles on designated sidewalks pursuant to Coronado Municipal Code section 56.08.054, as may be amended, in order to promote public safety and maximize recreational opportunities; and WHEREAS, Coronado Municipal Code section 56.08.054 does not prohibit a person from walking beside and guiding a bicycle on a sidewalk; and WHEREAS, the City Council has determined that the boardwalk adjacent to the Coronado Shores is a busy area of the City that is popular with pedestrians and is intended to primarily operate as a pedestrian-serving facility, that riding or operating bicycles on the sidewalk poses threats to the public safety of pedestrians and bicyclists alike, and that a prohibition against riding or operating a bicycle on the Coronado Shores boardwalk would not unreasonably curtail recreational opportunities; and
WHEREAS, the City Council has determined that the proposed prohibition represents a reasonable measure and enforcement mechanism that can be implemented to promote the safe and efficient use of the Coronado Shores boardwalk; and WHEREAS, the City Council made this determination after considering the probability and gravity of potential injuries to persons and property against the practicability and cost of implementing measures that would protect against the risk of such injuries; and WHEREAS, on October, 15, 2024, the City Council directed City staff to develop options for prohibiting the riding or operating of bicycles on the Coronado Shores boardwalk; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Coronado, California, hereby resolve, declare, determine, and order as follows:

1. That the foregoing recitations are true and correct.

2. That pursuant to Coronado Municipal Code section 56.08.054, the riding or operating of a bicycle is prohibited along the Coronado Shore Boardwalk, defined as the beachfront pedestrian sidewalk between Avenida Lunar and Avenida Del Sol.

3. That violations of the prohibition against riding or operating a bicycle along the Coronado Shores Boardwalk shall be punished per Coronado Municipal Code section 56.08.090.
