DISCUSSION:
This policy is intended to implement Section 2.03.020(f) of the Municipal Code and to resolve for the City any conflict in the interpretation of State and City law on the matter. This policy, based on a procedure often referred to as the "Odiorne Method," acknowledges the contribution of Robert Odiorne who served as a City Council Member.
FURTHER GUIDANCE PROVIDED:
The following guidance is a compilation of various Council actions taken over time regarding appointment of individuals to City boards, commission, and committees.
Eligibility: Coronado Municipal Code Section 2.30.020 states that a citizen representative, appointed as a member of a Board, Commission, or Committee of the City of Coronado must be a resident of the City at the time of his/her appointment and throughout his/her term.
Reappointment: On May 19, 1998, the City Council established a policy, by minute order, which states that when the term of an incumbent member of a board, commission, or committee is ending, and if that member is eligible for, and interested in, reappointment, the Mayor will nominate the incumbent.
Reappointment: When the term of an incumbent member of a board, commission, or committee is ending, and the individual is eligible for reappointment, the City Clerk shall contact the incumbent no less than 8 weeks before the end of their term to request a written statement confirming their interest in reappointment.
Reappointment decisions will be made by the City Council based on the qualifications of the incumbent and their continued alignment with the needs and goals of the board, commission, or committee. Reappointment is not guaranteed and will be considered alongside other applicants, if any.
Term Limits: The City Council, on January 16, 1973, by minute order, set a policy of limiting the time served on Boards, Commissions, and Committees to a maximum of two (2) terms or eight (8) years, whichever is less. The City Council clarified this statement on November 19, 2024, by minute order that members may serve two full three-year terms, excluding partial terms, and that this two-term limit applies individually to each advisory body rather than being a global limit. This policy applies to all City standing boards, commissions, and committees.
Serving on More than One Board, Commission, or Committee: On April 3, 2012, by minute order, the City Council set a policy that no member of a Board, Commission, or Committee may serve in an appointed position on more than one body at the same time to afford more citizens the opportunity to be involved in serving on City commissions. The Mayor noted that the members who are currently serving (as of April 3, 2012) on more than one board or commission were grandfathered until their term limits shall be reached with their current commissions. (See Council Policy #23 for the Process for Re-appointing an Eligible Incumbent on a City Board, Commission, or Committee)
