INTRODUCTION AND FIRST READING OF AN ORDINANCE AND ADOPTION OF

RESOLUTIONS TO AMEND THE CORONADO MUNICIPAL CODE AND REVISE COUNCIL

POLICIES RELATING TO BOARDS, COMMISSIONS, AND COMMITTEES RECOMMENDATION:

Introduce an ordinance amending Title 2, Chapters 2.30 through 2.70 of the Coronado Municipal Code updating the membership terms and meeting organization and removing inactive advisory bodies and redundancies; adopt a resolution revising Council Policy 6 and repealing Council Policy 23, reserving it for future use; adopt a resolution renaming the Cultural Arts Commission to the Cultural Arts Committee and aligning its membership to five members; and adopt a resolution renaming the Mobility Commission to the Mobility Committee, aligning its membership to five members, and establishing a meeting schedule of every other month; and adopt a resolution sunsetting the Spreckels Center Advisory Committee and removing the formal meeting requirements of the Golf Course Advisory Committee.

BACKGROUND:

At its November 19, 2024, meeting, the City Council directed staff to bring forward revisions to the Coronado Municipal Code (CMC) and related Council policies to reflect changes in the governance and structure of the City’s boards, commissions, and committees. These revisions address inactive advisory bodies, align naming conventions, and update policies to ensure consistency, clarity, and efficiency.

Summary of actions taken by the City Council on November 19, 2024:
 Adopted standardized definitions for Boards, Commissions, and Committees.  Renamed the Cultural Arts Commission and Mobility Commission as the Cultural Arts Committee and Mobility Committee, respectively, and aligned membership for both committees to five members.
 Adjusted the Mobility Committee's meeting schedule to every other month.  Sunset the Spreckels Center Advisory Committee.
 Reclassified the Golf Course Advisory Committee as an as-needed working group.  Merged the Parks and Recreation Commission with the Street Tree Committee into one Commission, meeting quarterly.
 Merged the Planning and Design Review Commissions into one Commission, meeting monthly.
 Approved the implementation of a work plan and scope review process in 2025.  Established a competitive reappointment process.
 Defined term limits as two full three-year terms per individual, per commission, excluding partial terms.
 Approved 10 additional administrative changes.

ANALYSIS:

The proposed ordinance and resolutions reflect the City Council’s directives from the November 19, 2024, meeting to update the CMC and related Council policies for improved clarity, consistency, and efficiency. The ordinance amends Title 2, Chapters 2.30 through 2.70 of the CMC, addressing inactive advisory bodies, removing duplicative language for membership and quorum requirements, and clarifying meeting schedules. These interim updates prepare the framework for further revisions following comprehensive scope reviews planned for 2025.

The resolution revising Council Policy 6 consolidates provisions from Council Policy 23, including the requirement for the City Clerk to contact incumbents eight weeks before the end of their term, and introduces a competitive reappointment process for eligible incumbents. By repealing Council Policy 23 and reserving it for future use, the City streamlines its appointment policies while maintaining flexibility for later updates.

The resolution renaming the Cultural Arts Commission to the Cultural Arts Committee reflects the advisory nature of the body, aligns its membership to five members through natural attrition, and ensures the continuation of its established meeting schedule. This update sustains the committee’s vital contributions to the City’s cultural landscape while promoting consistency with the Council’s overarching board, commission and committee structure.

Similarly, the resolution renaming the Mobility Commission to the Mobility Committee reflects its function as an advisory committee, aligns its membership to five members through natural attrition, and establishes a meeting schedule of every other month. This change ensures that the Mobility Committee continues to effectively address transportation and mobility issues in alignment with the City’s broader goals.

These actions implement the Council’s directives and reflect a commitment to ongoing improvements in the governance of advisory bodies. Additional updates will be brought forward as the scope reviews progress next year.
