CITY COUNCIL STAFF REPORT

CONSIDERATION OF REAPPOINTMENT OF ONE MEMBER TO SERVE A THREE-YEAR
TERM ON THE CIVIL SERVICE COMMISSION
RECOMMENDATION:
Consider for reappointment one member to serve a three-year term to expire December 31, 2027, on the Civil Service Commission.
BACKGROUND:
The City of Coronado Administrative Procedure No. 204 and Council policy limits the time an individual may serve on a board, commission, or committee to a maximum of two full terms or eight years, whichever is less. City Council Policies No. 6 and No. 23 set forth the process for reappointing eligible incumbents and the competitive process to fill vacancies on City boards, commissions, and committees.
ANALYSIS:
Commissioner Stephen Clark was appointed to a partial term on the Civil Service Commission on December 17, 2019, and appointed to a full term on December 1, 2020. Commissioner Clark is seeking reappointment for a second full three-year term. Currently, the City is advertising for another position on the Civil Service Commission to fill a vacancy that was created in November 2024.
At the November 19, 2024, meeting, the City Council implemented a competitive reappointment process and specified a preference for a minimum of three applicants per vacancy. As this decision was made near the end of the current term, staff has presented this item without prior advertisement. Should the Council wish to have this position noticed and advertised, they may direct the City Clerk to do so.
FISCAL IMPACT:
None.
ALTERNATIVE:
The City Council could decline to make the reappointment and direct the City Clerk to advertise for additional applicants.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
Not Applicable.
PUBLIC NOTICE:
None.
