RESOLUTION NO. 2024-77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONADO, CALIFORNIA, APPROVING THE THIRD
AMENDMENT TO THE CITY MANAGER EMPLOYMENT
AGREEMENT BETWEEN CHRISTINA J. FRIEND AND THE CITY
OF CORONADO; AUTHORIZING THE MAYOR TO EXECUTE
THE AMENDMENT; AND AMENDING THE PERSONNEL
AUTHORIZATION & COMPENSATION PLAN (PACP)
ACCORDINGLY
WHEREAS the City Council appointed City Manager Tina Friend on July 20, 2021, and WHEREAS the City and Ms. Friend entered a “City Manager Employment Agreement” effective September 16, 2021, (the “Agreement”), which established the terms and conditions for employment as the City Manager and chief executive officer of the City of Coronado and the municipal corporation, and
WHEREAS the First Amendment to the Agreement was approved on December 6, 2022; and
WHEREAS the City Council approved the Second Amendment to the Agreement on January 16, 2024; and
WHEREAS the Agreement between the City and Ms. Friend requires annual performance review to coincide with the close of the fiscal year and anniversary date of the City Manager’s employment with the City; and
WHEREAS the City Council conducted the performance evaluation this fall and concluded with a positive review and that the City Manager’s performance merits an increase to her base salary and annual leave accrual.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Coronado as follows:
1. That the above recitations are true.
2. That the City Council of the City of Coronado approve the Third Amendment to the City Manager Employment Agreement establishing the compensation and benefits for the City Manager which is attached as Exhibit A.
3. That the Mayor is authorized to execute the Third Amendment to the City Manager Employment Agreement.
4. That the City Council approve amending the Personnel Authorization & Compensation Plan (PACP) to reflect the terms of the Third Amendment to the City Manager Employment Agreement.
