CITY COUNCIL STAFF REPORT
December 17, 2024 5e
CONSIDERATION OF RESOLUTION NO 2024-76_APPROVING THE FIRST AMENDMENT TO

THE LEGAL SERVICES AGREEMENT BETWEEN THE CITY OF CORONADO, SUCCESSOR

AGENCY TO THE COMMUNITY DEVELOPMENT AGENCY OF CORONADO AND BURKE,

WILLIAMS & SORENSEN LLP
RECOMMENDATION:

1. That the City Council of the City of Coronado adopt Resolution No 2024-76 approving the First Amendment to the Legal Services Agreement with Burke, Williams & Sorensen LLP.

2. That the Mayor is authorized to execute the First Amendment with Burke, Williams & Sorensen, LLP.

BACKGROUND:

City Attorney Johann a N. Canlas has served as the appointed City Attorney for the City of Coronado (City) since February 2012. When Ms. Canlas joined Burke, Williams & Sorensen LLP (Burke) in November 2020, the City conducted a Request for Proposals for legal services and awarded the agreement to Burke effective April 7, 2021 (Agreement).

ANALYSIS:

Ms. Canlas has served the City and the community of Coronado as its City Attorney for almost 13 years. She works closely with the City Manager and her staff to implement the Council’s longrange plans and policy directions in all areas, including but not limited to, land use and housing.

She fostered relationships with current and former Council Members based on mutual respect and is a valued and trusted member of the City’s Executive Team.

The City Council conducted Ms. Canlas’ annual evaluation this fall and concluded with a positive review of her performance and service to the City. The City Council determined a merit adjustment is warranted. The First Amendment provides an adjustment to the current monthly retainer and legal services hourly rates effective December 1, 2024 (Attachment 1). All other terms of the Agreement remain unchanged.

FISCAL IMPACT:

Sufficient funds have been allocated in the FY 2024-25 budget to absorb the rate changes. No additional funds are being requested at this time.

ALTERNATIVE:

Approve staff recommendation with alternative amendments/modifications.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not a project under CEQA..

PUBLIC NOTICE:
