Item 12a.

CITY OF CORONADO
January 6, 2025
Members of the City Council, Ms. Friend, and Ms. Canlas:

Pursuant to the City Council Policy #9, we are requesting the reconsideration of a matter upon which the City Council has voted, with the intent to direct staff to prepare a Declaration of Local Emergency for cross-border water pollution.

At the September 3, 2024 City Council meeting, the Council voted to adopt a Resolution Asserting the Necessity to Resolve the Cross Border Water Pollution and Restore Environmental Quality and Open Access to Coastal Waters. The Council also declined to pursue a Declaration of Local Emergency.

The Coronado City Council has a long history of vigorous advocacy and dedication to the resolution of the cross-border water pollution crisis. A growing number of jurisdictions and agencies have joined their voices to this effort and have declared emergencies over the impacts of cross-border water pollution.

By declaring a local emergency, Coronado can compound this surge of engagement in its advocacy and clearly reflect the high priority the City Council places on this issue.

We request Council's approval of a Declaration of Local Emergency.

Sincerely,
Amy Steward Andalum
Amy Steward John Duncan
