AUTHORIZATION TO EXECUTE A TASK ORDER FOR PROFESSIONAL DESIGN SERVICES TO MICHAEL BAKER INTERNATIONAL FOR A NOT-TO-EXCEED AMOUNT OF $200,000
FOR THE CAYS PUMP STATION IMPROVEMENTS PROJECT
RECOMMENDATION:
1. Find the proposed Cays Pump Station Improvement project exempt from CEQA pursuant to State CEQA guidelines section 15302;
2. Authorize the City Manager to execute a Task Order with Michael Baker International for a not-to-exceed amount of $200,000 for the design and preparation of technical specifications for the Cays Pump Station Improvements project.
BACKGROUND:
The Coronado Cays wastewater pump station is located on the west side of Coronado Cays Boulevard near its northern terminus and adjacent to North Cays Park. The Cays pump station was originally built in 1970 and renovated in 2008. The pump station collects wastewater from the Cays subdivision and the Naval Base Coronado Coastal Campus and conveys the collected wastewater through the existing Cays force main, located directly adjacent to State Route 75, north to the Glorietta Pump Station in Glorietta Bay Park.
The proposed project includes, but is not limited to: field surveying and mapping to develop site plans; two new flow meters and control system upgrades; new bypass system improvements including a new pumping well; evaluation of existing back-up generator and control equipment with generator upgrades/replacement if needed; refurbishment or replacement of existing safety hatch mechanisms as needed; and new safety railing. These improvements will enhance operations, maintenance and safety.
ANALYSIS:
Michael Baker International (MBI), one of the City’s on-call civil engineering consultants, was asked to submit a proposal for civil engineering design work for the pump station improvements project. A field meeting between Public Services and Engineering staff was held at the site so that staff could provide the MBI design team with the scope of work being requested and allow them to inspect the facility.
After negotiating fees and services to be provided, MBI provided the City with a written proposal, Attachment 1 – Michael Baker Task Order, detailing the scope of work. Additional support services will be required during construction of the project and will be identified during the project award for construction.
FISCAL IMPACT:
This project was approved in the FY 2023-24 Capital Improvement Program with an allocation of $500,000 from the Wastewater Fund. No funds have been spent to date and sufficient funds are available for the proposed design task order. It is anticipated additional funds will likely be required to construct the project.
ALTERNATIVE:
The Council could elect to direct staff to go through a Request for Qualifications process to select a design consultant or the Council could choose to not authorize the execution of a design contract at this time.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
Find the proposed Cays Pump Station Improvement project exempt from CEQA pursuant to State CEQA guidelines section 15302 (Replacement or Reconstruction of Existing Facilities).
