Re: Inter-Agency, Committee, and Board Assignments Report Metro Wastewater, JPA:
I attended my first Metro Wastewater, Joint Powers Authority meeting on February 6 in San Diego. I’m serving as primary representative with Mark Fleming and John Duncan as alternates.
1. Metro JPA/TAC Membership Update
o All JPA member agencies have finalized their committee assignments. Introductions were made at this first meeting of the year.
o The updated member roster is included in 2025 New Director’s Manual available online.
2. Finance Committee and JPA Board/Commission Updates
o FY 2026 budget planning began.
o Key approvals: Reserve Fund Policy, Executive Director contract extension, treasurer contract, succession planning committee formation, and banking signatory changes.
3. North City Pure Water Construction Tours
o Scheduled to attend in April.
4. Website and New Director’s Manual Update
o Annual website updates completed, including the latest New Director’s Manual. o Stakeholder feedback is being integrated into further updates.
5. Finalization of Second Amended and Restated Agreement (SARA) o Continued collaboration with the City of San Diego's legal team. o Draft to be reviewed in February, with implementation discussions scheduled for March.
6. FAB (Financial Allocation Model) Implementation
o Ongoing refinement of cost allocations for participating agencies. o Final model under review with Metro TAC input.
7. JPA Policies and Procedures Manual
o Draft version under revision, expected for further review in March. o Establishes standardized guidelines for operations and compliance.
8. Inflow and Infiltration (I&I) Study Progress
o Evaluation of rain gauge locations and sewer meter basins underway. o GIS mapping and data collection in focus.
9. Pure Water Phase 2 Workshop
o Metro TAC and city representatives collaborating on implementation strategies. o Includes environmental and technical stakeholders.
10. Upcoming Key Meetings
Metro JPA/Commission Meeting (March 6, 2025) – Draft SARA Presentation. Metro TAC Meeting (February 19, 2025) – Draft SARA Presentation. Metro JPA Finance Committee (March 24, 2025) – Budget & Policies Review.
