1. Eliminate Cross Border Water Pollution (Section V.F.) • Support Federal and State funding for wastewater treatment, water conservation, flood control and other infrastructure facilities, and environmental mitigation and restoration projects in Mexico and the United States.
• Support legislation to permit the International Boundary and Water Commission (IBWC) to accept funding from other State, Federal and non-Federal entities. • Advocate for accurate water quality testing procedures that properly inform our residents and visitors of water conditions without creating unnecessary water closures.
2. Increase Infrastructure Funding for Storm Water, Wastewater, Recycled Water and Major Capital Projects (Section V.E. and I.C)
• Support legislation that provides funding and grants for recycled water, wastewater and storm water infrastructure.
• Support legislation funding and streamlining major capital projects such as utility undergrounding, solar panels, vehicle charging stations, parks rehabilitation, coastline remediation, fire station construction and climate resiliency.
3. Implement Reasonable 7th Cycle Regional Housing Need Assessment (RHNA) Projections and Policies (Section VI.A.)
• Support legislation that amends RHNA law or implementation to accurately distribute military jobs across jurisdictions and provide cities with full credit for housing units contained and/or constructed at adjacent Federal military installations.
• Require HCD and Regional Planning Agencies to consider growth limitations imposed by other state and regional planning agencies, such as the Coastal Commission and airport authorities, when analyzing Housing Elements for compliance.
• Oppose legislation that penalizes a city in any way if units identified in the Regional Housing Need Assessment are not constructed.
