ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AMENDING ITS FISCAL YEAR 2024-25 PERSONNEL AUTHORIZATION AND COMPENSATION PLAN TO INCORPORATE COMPENSATION CHANGES”
RECOMMENDATION:
Adopt “A Resolution of the City Council of the City of Coronado, California, Amending its Fiscal Year 2024-25 Personnel Authorization and Compensation Plan to incorporate Compensation and Changes.”
BACKGROUND:
The Personnel Authorization and Compensation Plan (PACP) enumerates the number of authorized positions and classifications and the approved pay ranges for all classifications. When compensation, benefit, or classification adjustments are recommended, the City Council is presented with them for approval.
The complete PACP (Exhibit A to Resolution 2025-05) and the Memoranda of Understanding (MOU) for the Coronado Police Officers’ Association (CPOA), Coronado Firefighters Association’ (CFA), and American Federation of State, County and Municipal Employees (AFSCME), Local 127 can be found at:

ANALYSIS:
When changes in compensation, benefit, or classifications occur, it is important to amend the PACP or applicable MOU to reflect the changes for CalPERS purposes and for public transparency.
The City’s Classification and Compensation plan currently has defined a total of 104 classification specifications. Of the 104 classifications, 91 classifications are classified under the City’s Civil Service Rules and 13 are unclassified Executive classifications. Each of the 254.75 positions is allocated to a classification specification. Each classification specification outlines a general statement of the level of work, objectives, examples of essential duties, and the qualifications for the classification.
In the fall of 2024, Recreation & Golf Services submitted two reclassification requests to Administrative Services. Human Resources staff conducted a position and classification review for each, which found the reclassifications to be justified. The City Manager’s office is supportive of the reclassification requests and the changes listed below are requested as a result.
1. Section 3. Authorized regular full-time and part-time positions Recreation & Golf Services – Reclassifications
a. Reclassify Department Administrative Assistant to Department Administrative Coordinator. The classification review confirmed that the incumbent is currently performing the higher-level Coordinator duties and that there is an ongoing department need for those duties to remain in this position. b. Reclassify the vacant Recreation Coordinator to a Recreation Services Supervisor.
The classification review confirmed that to be responsive to the feedback provided in the 2024 community survey, it is desirable to elevate the vacant Coordinator position into a new division of Recreation. The new division will focus on community engagement and events, creating capacity to actively recruit volunteers, solicit scholarship donations, and develop after-school programming for middle and high school youth.
The following changes are also requested as part of the FY 2024-25 PACP amendment.
2. Section 1 & 3. Classified Regular Positions & Authorized Positions Remove references to Office Assistant I, Office Assistant II, and Office Specialist. There are no authorized positions with these titles. These classifications were replaced in 2023 by the classifications of Department Administrative Assistant and Department Administrative Coordinator and the outdated titles should be removed from the PACP.
3. Section 4. Executive and Exempt Classifications
In August 2024, the classification specification and salary schedule of the Deputy City Clerk were amended. The enhanced duties moved the position from a FLSA non-exempt status to a FLSA exempt status. The FLSA status was updated on the classification specification in August 2024, but staff overlooked adding the position title to Section 4.B. of the PACP, which lists all FLSA Exempt classifications. The proposed PACP corrects this oversight.
4. Section 19. Special Project Premium Pay
Expand the list of Recreation classifications that will rotate being on-call to include Aquatics Coordinator, Aquatics Supervisor, Senior Management Analyst, Management Assistant, and Department Administrative Coordinator. Previously only Recreation Coordinators and Recreation Supervisors were eligible to receive an additional $25 per day of special project pay during the time that they are assigned to be on-call and are available for work after their regularly scheduled workday.
The special project pay ensures that critical operations are covered and that employees have clear guidelines and support when managing various unforeseen situations that arise outside of normal working hours. Examples include the opening/closing of various recreation facilities when a scheduled employee is unable to work, operational and safety issues that require immediate assistance, and technical issues that require prompt resolution. One Recreation staff member is assigned to an on-call assignment at a time.
Expanding the named classifications will allow the duty to be rotated among the ten (10) authorized positions with the titles listed above and will not have a fiscal impact.
The above amendments will not change the number of FTEs; as a result, the PACP will continue to reflect a total of 254.75 authorized positions.
FISCAL IMPACT:
Of the proposed changes to the Personnel Authorization and Compensation Plan (PACP), only item 1, the Recreation reclassifications, has an estimated fiscal impact. Due to Recreation & Golf Department vacancies during FY2024-25, the higher compensation of the reclassifications will be absorbed within the FY2024-25 adopted budget and no additional appropriations are required.
It is worth noting that if approved, the estimated fiscal impact of $35,000 will be reflected in the upcoming FY 2025-26 proposed budget.
