CITY COUNCIL STAFF REPORT
February 18, 2025 {{section.number}}{{item.number}}

APPROVAL OF AS-NEEDED GEOTECHNICAL ENGINEERING SERVICES WITH KLEINFELDER, INC. AND NINYO & MOORE FOR AN INITIAL THREE-YEAR TERM RECOMMENDATION:

1. Award professional services agreements for as-needed geotechnical engineering services to Kleinfelder, Inc. and Ninyo & Moore for an initial three-year term in accordance with Coronado Muncipal Code (CMC) 8.05.020(D); and

2. Authorize the City Manager to execute future renewal options for years four and five of the agreements, as needed.

BACKGROUND:

The Public Services and Engineering Department (PS&E) utilizes consultants for specialty work beyond the City’s staffing scope. To meet variable workload demands, as-needed professional service agreements (agreements) are executed with qualified firms which allow staff to negotiate individual task orders in an expeditious manner based on the scope of work required for specific projects or tasks. Historically consultants have been utilized primarily for civil engineering design, storm water quality program implementation, geotechnical engineering and testing, and construction management and inspection services.

PS&E is recommending two as-needed agreements for geotechnical engineering consulting services be authorized in accordance with past practice and to maintain resources available to staff in order to deliver capital improvement projects and maintenance-related improvements.

A Request for Qualifications (RFQ) for Geotechnical Engineering Services pursuant to CMC

8.04.080 was issued by PS&E on September 26, 2024. The scope of services requested by the City in the RFQ included, but was not limited to, demonstrated experience in the following types of work:
• Foundation and pavement design;
• Seepage control,dewatering and groundwater analysis, and slope stability and protection;
• Material testing, hazardous materials assessment, and seismic stability; • Subsurface geotechnical investigation and field exploration; and • Inspection and monitoring of construction activities.

ANALYSIS:

The RFQ period closed on November 6, 2024, with seven firms submitting qualifications. The City’s evaluation committee reviewed each submittal against the scoring criteria described in the City’s RFQ. The firms that submitted qualifications, along with the final selections, are listed in the table below:

Staff recommends agreements be issued to Kleinfelder, Inc. and Ninyo & Moore. As recommended, the professional services agreements would be in effect for an initial period of three years with the ability to extend the contract, via one-year extensions, for a total of five years.

Both firms’ hourly rates for professional services were found to be fair and reasonable based on the responses received. Task orders will be issued in accordance with the City’s purchasing procedures and funded from capital improvement program project funds or operating budgets.

Any task orders more than the City Manager’s signing authority or that require appropriations will be presented to the City Council for approval.

It is important to note that the City may seek qualifications from other firms to provide professional services at any time; some of the reasons that additional solicitations may be sought include unique or specialized scope of work; inability to negotiate a fair and reasonable fee; project is of sufficient size or interest that additional solicitation is warranted; etc.

FISCAL IMPACT:

There is no immediate fiscal impact, as fees will be negotiated per task order based on project scope and needs.

Typically, geotechnical engineering services account for 4% to 6% of total construction costs, though costs vary based on project size, scope, and complexity. Task orders will be funded through applicable capital improvement project budgets or operating budgets, ensuring financial flexibility.

ALTERNATIVE:

The City Council may reject all proposals and direct staff to solicit proposals on a project-byproject basis.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.
