CITY COUNCIL STAFF REPORT
February 18, 2025 {{section.number}}{{item.number}}
APPROVAL OF THE 2025 LEGISLATIVE POLICY GUIDELINES AND PRIORITY

LEGISLATIVE GOALS
RECOMMENDATION:

Adopt the City of Coronado Legislative Policy Guidelines and Priority Legislative Goals for 2025.

BACKGROUND:

The Legislative Policy Guidelines establish the City of Coronado’s policy positions on legislative issues, providing direction to staff and legislative advocates. They serve as a framework to develop and send position letters to members of the California Legislature and the U.S. Congress.

Annually, staff reviews the Policy Guidelines and presents any recommended changes to the City Council for review and adoption.

ANALYSIS:

Staff proposes minor, refining edits to the 2025 Legislative Policy Guidelines, as noted in redline in Attachment 2.

Notably, the cross-border water quality language changes, found in Section V.F., set forth expanded language to support additional funding sources for the International Boundary and Water Commission (IBWC) international wastewater treatment plant infrastructure, and environmental restoration and mitigation work for the area. This proposed language encompasses the scope of two active State and Federal bills (S.B. 10 (Padilla) and H.R. 5903 (Napolitano)) to open pathways for additional funding resources for the Tijuana River Valley and wastewater treatment infrastructure.

Attachment 1 presents a set of Priority Legislative Goals, which elevate the issues of cross-border water pollution, investment in infrastructure and the next Regional Housing Needs Assessment cycle as critical issues for 2025.

City Council feedback is requested to modify or add to the priority areas or legislative guidelines.

Staff will continue to track bills of specific interest to Coronado or of high importance to local government in general. If there is a novel legislative issue, staff will prepare an agenda item for the City Council’s consideration. In accordance with Council Policy #26, legislative correspondence signed by the Mayor will be added to City Council agendas as a non-action item to keep the City Council and community apprised.

For reference, staff also included a copy of CalCities 2025 Legislative Policy Priorities (Attachment 3) as adopted by its board.

FISCAL IMPACT:

There is no fiscal impact for adopting the 2025 Legislative Policy Guidelines or Focused Legislative Goals.

ALTERNATIVE:

The City Council may make any desired changes to the Legislative Policy Guidelines.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.

PUBLIC NOTICE:

No notice required.
