Re: Thank You for Introducing SB 10, Otay Mesa East Toll Facility Act Dear Sen. Padilla,
On behalf of the City of Coronado, I am writing to express our strong support for your introduction of SB 10, the Otay Mesa East Toll Facility Act, which would allow toll revenues from the new Otay Mesa East Port of Entry (OME POE) to be used for water treatment, environmental mitigation, and restoration efforts in the Tijuana River Valley.
For years, Coronado has faced the impacts of untreated sewage and contaminated water from the Tijuana River Valley. These discharges threaten the health of our citizens and the economic viability of our businesses. They also pose risks to Navy SEALs who train in our waters, and active-duty military, Homeland Security personnel, and their families. Hazardous contaminants threaten their health and readiness, strain local resources, and create environmental challenges, particularly for border communities.
A major driver of this crisis is Mexico’s manufacturing boom, which prompted the construction of the four-lane toll road at OME POE to support growing trade. While intended to facilitate commerce, this project will also strain an already burdened environment and exacerbate industrial pollution affecting South San Diego County, including Coronado.
SB 10 offers an opportunity to address the region’s growing trade demand while also directing a portion of toll revenues toward much-needed wastewater infrastructure improvements and environmental restoration. These funds would provide a dedicated revenue stream to support long-overdue mitigation efforts, reducing the harmful effects of cross-border pollution on our communities, beaches, and natural resources.
Thank you for your continued leadership on this issue. The City of Coronado remains committed to protecting our citizens, beaches, economy, and military personnel, and we look forward to working together to secure sustainable solutions to this public health emergency caused by cross-border pollution.
Sincerely,
John Duncan
Mayor
