AUTHORIZATION TO TRANSMIT THE 2024 ANNUAL HOUSING ELEMENT PROGRESS
REPORT TO THE STATE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT RECOMMENDATION:
Authorize transmission of the 2024 Annual Housing Progress Report to the State Office of Housing and Community Development (HCD).
BACKGROUND:
On April 9, 2024, the City Council adopted the Coronado 2021-2029 Housing Element Update to the General Plan. California Government Code Section 65400 requires each governing body to prepare an annual report on the status and progress in implementing their Housing Element using the forms and definitions adopted by HCD. The annual report, commonly referred to as the Annual Housing Element Progress Report, is due April 1 for the preceding calendar year.
The report includes information on all permits at various stages in the process. Note that some formatting limitations in the report are due to state-provided Excel worksheets that city staff cannot modify.
ANALYSIS:
State law (Gov. Code 65400) requires the Annual Housing Element Progress Report to be considered at a public meeting before the legislative body to allow for members of the public to provide oral testimony and written comments on the City’s report to be filed with HCD. The purpose of this meeting is to satisfy the legislative requirements.
Coronado’s Annual Housing Element Progress Report identifies the number of permits applied for, issued and finaled by affordability and its relationship toward meeting the City’s Regional Housing Needs Allocation numbers as assigned by SANDAG. The Report also identifies the City’s progress toward meeting its Housing Implementation program and goals identified in the City’s currently adopted Housing Element.
A total of 42 residential units were developed in the past year. None of the units were affordable to lower income households. The Report also demonstrates the City made progress on some of the program goals and objectives identified in the Implementation Plan and is in compliance with all programs. The Implementation Programs referenced in this report are from the Housing Element Update that the City adopted in 2024.
The 2024 Housing Element Progress Report is required to be submitted to the Office of HCD by April 1, 2025. Authorization by the City Council to transmit the Report to the Office of HCD will allow the City to submit the report prior to April 1, 2025.
FISCAL IMPACT:
There are no fiscal impacts associated with this action.
ALTERNATIVE:
Authorizing the transmittal of the annual housing progress report is a ministerial action that involves the exercise of little to no discretion on the part of the City Council. California law identifies what data and in what manner the information shall be reported to the State.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
This action is not a project subject to CEQA pursuant to State CEQA Guidelines Section 15378(b)(5) as it is an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environment.
PUBLIC NOTICE:
No notice required.
