B. SPECIAL 4TH OF JULY SERVICE
1. On July 4, 2025 only, MTS will operate a fare-free Shuttle Bus extension (Cays Shuttle) every 30 minutes between the Coronado Cays Fire Station and the Coronado Community Center (with a stop at Liberty Military Housing in each direction) according to the schedule contained in Attachment C.
Three additional trips will be available as "sweepers" for any passengers who still require transportation after the last scheduled trip.
2. MTS will operate one bus on the Cays Shuttle. This bus will have regular MTS branding and be identified by the head sign, "SPECIAL".
3. CORONADO to coordinate "No Parking" areas with Coronado Police Department in the turnaround and pick-up/drop-off locations identified by MTS. CORONADO to place "No Parking" signs 72 hours in advance of shuttle and remove the signs on July 5, 2025.
4. CORONADO to provide special shuttle information signage drafts to MTS for review in June.
CORONADO to install signage by July 2, 2025 and remove signage on July 5, 2025.
5. To the extent possible based on staff availability, service span will be expanded on Free Summer Shuttle to begin at approximately 8:00 am and conclude at approximately 10:30pm. City will only be invoiced for this extra service if extra service is operated.
C. MTS ACCESS - PARATRANSIT SERVICE
1. In the Transit Access Report published on February 28, 2025, the FTA advised that a 60-day free- fare promotion on fixed-route service cannot be considered a "discount" for ADA paratransit purposes. This means that for a promotion lasting 60 days or more, the fare must also be free on the complementary paratransit service. A 60-day free fare promotion on fixed route is now considered an "extended period of time".
Per 49 CFR 37.131(c), the fare for a trip charged to an ADA paratransit eligible user of the complementary paratransit service shall not exceed twice the fare that would be charged to an individual paying full fare (i.e., without regard to discounts) for a trip of similar length, at a similar time of day, on the entity's fixed route system.
Some transit agencies offer free trips on their fixed route system within a specific geographic area or on a specific route or set of routes. In cases where complementary paratransit riders are traveling between origins and destinations that are both within 3/4 mile of a zero-fare route, and the typical fixed route user would make use of this zero-fare route to make a comparable trip, applying the §
37.131 (c) maximum fare provisions means the complementary paratransit fare for this trip is also zero.
Each paratransit trip is unique, but based on MTS' analysis of MTS Access within the City of Coronado in Summer 2022, the average trip cost is approximately $57. -3-

D. COST REIMBURSEMENT
1. CORONADO will reimburse MTS for the additional operating cost of expanding the frequency and span of Route 904 bus service. Cost is derived at the rate of $9.50 per mile of scheduled passenger operation. MTS will submit an invoice to CORONADO at the conclusion of the project.
2. CORONADO will reimburse MTS for the fare revenue that would have been received on bus Route 904 during the term of Project bus service operation. Fare revenue is derived at the historic average rate of $101.23 per day of passenger service. MTS will submit an invoice to CORONADO at the conclusion of the project.
3. CORONADO will reimburse MTS for the additional operating cost of the Special Service on the 4t' of July. MTS will include these costs in the invoice it submits for July for Free Summer Shuttle costs identified in Section B.
4. CORONADO will reimburse MTS for MTS Access trips within the City of Coronado during the free promotion period. These costs are estimated, will vary by trip, and will be invoiced per actual costs.
Additional funding will be allocated as a contingency, but will not be invoiced to CORONADO unless the trips are actually scheduled.
5. CORONADO will work with MTS to identify and mutually agree upon a vendor to install the wrap.
CORONADO will contract directly with the vendor to produce and install the wrap on four MTS buses. Vendor must have credentials and approval to conduct business on MTS properties. Vendor must comply with terms specified in current contract with MTS. The wraps will be installed on or before June 28, 2025 at South Bay Maintenance Facility.
CORONADO will reimburse MTS for the cost of repair to the wraps due to damage, graffiti, or accidents/collisions, with the exception of damages incurred where MTS is determined to be at fault.
Typically, MTS experience is that wrap repairs are infrequent, involve small areas of the vehicles, and costs generally range from $150 to $300 per occurrence. The cost would increase if the area needing replacement was extensive. Should the entire CORONADO wrap be damaged, defaced, mutilated, or spoiled by reason of storm, floods, strikes, ordinary wear and tear, or any other cause during the term specified above, the cost of a replacement wrap would be borne by CORONADO. -4-
