ORDINANCE NO. 2025-04
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CORONADO,
CALIFORNIA, AMENDING PORTIONS OF THE CORONADO MUNICIPAL
CODE RELATED TO TIMESHARES
WHEREAS, There is a critical shortage of permanent, long-term housing in the State of California, which has been described by State officials as a crisis; and WHEREAS, A limited supply of suitable vacant land and high land values limit the construction of additional housing opportunities in the City of Coronado; and WHEREAS, Coronado is a popular tourist destination known for its scenic coastline, wide beaches, world-class resorts and historic properties; and WHEREAS, Coronado stands out in the San Diego region for its ability to attract visitors while also supporting the needs of its resident population. Maintaining the balance between the quality of life for residents and those who work in the City and the visitors who help sustain the City’s tourist economy is key to maintaining a sustainable community and stable economy; and WHEREAS, Time-share uses are currently prohibited in the City as they are not an appropriate land use due to the multiple occupancy, short-term tourist-oriented use and commercial management of such properties that create increased traffic generation, excessive noise, and disruption to residential communities through commercial-level maintenance of the time-share use, and would also infringe upon the more than 15 well-established visitor-serving hotels and motels that already exist throughout commercial districts and offer more than 2,000 overnight accommodations; and
WHEREAS, conversion of permanent housing to time-share uses removes housing units from the City’s existing stock and exacerbates the existing housing shortage; and WHEREAS, it is therefore in the public interest to prohibit conversions of existing housing units or newly constructed housing units into time-share uses, as it would eliminate needed housing stock by diverting those units to a tourist-oriented commercial use; and WHEREAS, a public hearing was held by the Planning Commission on February 25, 2025.
Evidence, both written and oral, was presented to, and considered by, the Planning Commission at this public hearing; and
WHEREAS, at the hearing, the Planning Commission recommended the City Council review and approve this Ordinance; and
WHEREAS, a public hearing was held by the City Council on May 6, 2025. Evidence, both written and oral, was presented to, and considered by, the City Council at this public hearing.
NOW, THEREFORE, the City Council of the City of Coronado hereby ordains as follows:
Section 1. All of the above statements are true and incorporated herein.
Attachment 1
4937-4531-9737 v1 2
Section 2. The adoption of this ordinance is exempt from the requirements of the California Environmental Quality Act pursuant to State CEQA Guidelines section 15061(b)(3), because it can be seen with certainty that there is no possibility that this action may have a significant effect on the environment. The prohibition of conversion of existing or proposed residential uses to timeshare units would regulate how residential units are owned and ensure that residential units remain available for residential uses, rather than commercial uses. This prohibition does not authorize any development, demolition, or other activity that may have a direct or indirect impact on the environment. Therefore, adoption of this ordinance is exempt from CEQA, and no further action is required to comply with CEQA.
Section 3. Sections 86.04.769, 86.78.040, 86.78.050, 86.78.070, and 86.78.080 of the Coronado Municipal Code is hereby amended to read as follows:
SEE EXHIBIT “A”
Section 4. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of this Chapter, or its application to any person or circumstance, is for any reason held to be invalid or unenforceable, such invalidity or unenforceability shall not affect the validity or enforceability of the remaining sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases of this Chapter, or its application to any other person or circumstance. The City Council declares that it would have adopted each section, subsection, subdivision, paragraph, sentence, clause or phrase hereof, irrespective of the fact that any one or more other sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases hereof be declared invalid or unenforceable.
EFFECTIVE DATE: This Ordinance shall be effective thirty (30) days after its adoption.
Within fifteen (15) days after its adoption, the City Clerk of the City of Coronado shall cause this Ordinance to be published pursuant to the provisions of Government Code Section 36933.
