CITY COUNCIL STAFF REPORT
May 6, 2025 {{section.number}}e

AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE SAN DIEGO COUNTY SHERIFF’S DEPARTMENT FOR SPECIALIZED LAW ENFORCEMENT SERVICES RECOMMENDATION:

Authorize the City Manager to execute an agreement with the County of San Diego Sheriff’s Department for specialized law enforcement services.

BACKGROUND:

The Police Department has a longstanding aid agreement with the San Diego County Sheriff’s Department for specialized law enforcement services. This includes general staff support from the Sheriff’s Department and is employed at the request of the City of Coronado to support Police Department staff during large-scale events that require regional support. Under the agreement, the following services are also provided at no additional cost: special enforcement detail and Sheriff’s response team, aerial support, bomb/arson support, search and rescue, fire/rescue helicopter, crime lab, and property and evidence. Additional services and resources can be requested by the City depending upon the nature of the response event.

The City Council previously approved an agreement for specialized law enforcement services on January 1, 2024. The agreement expired on January 31, 2025.

ANALYSIS:

Staff proposes executing a new agreement with San Diego County for specialized law enforcement services as described above. The term of agreement would be retroactive to February 1, 2025, through January 31, 2028. The new agreement maintains the same level of service and cost structure as the previous agreement, with annual adjustments for personnel costs as determined by the County.

FISCAL IMPACT:

The City will pay for services based upon utilization of specialized law enforcement services provided by the San Diego County Sheriff's Department and billed quarterly for such services.

The expenses for the first year are included in the Fiscal Year 2024/25 Police Services Division (10021101-80030) budget. Year 2 expenses will be included in the Proposed FY 2025/26 Budget.

City Council approval is requested in the event that additional Sheriff's services are needed to respond to a large-scale event exceeding $100,000.

ALTERNATIVE:

The City Council may direct the City Manager to not execute the agreement.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.
