RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR SMART GROWTH

INCENTIVE PROGRAM (SGIP) GRANT FUNDS FROM THE SAN DIEGO ASSOCIATION OF

GOVERNMENTS (SANDAG) AND ACCEPTING THE TERMS OF THE GRANT AGREEMENT RECOMMENDATION:

Adopt the resolution authorizing the filing of an application for Smart Growth Incentive Program (SGIP) Grant Funds from the San Diego Association of Governments (SANDAG) and accepting the terms of the grant agreement.

BACKGROUND:

On January 6, 2025, the San Diego Association of Governments (SANDAG) released a Call for Projects soliciting applications for the Smart Growth Incentive Program (SGIP) grant. Applicants that have adopted Climate Action Plans are eligible to apply for planning projects related to smart growth activities that do not directly result in the construction of a public improvement project.

ANALYSIS:

The City of Coronado timely submitted an application for the SGIP grant to fund an Electric Vehicle Charging Station Needs Assessment and Master Plan. The grant funds would be used to fund the staff time needed for preparation of a Request for Proposals, consultant selection and contract management, and the development of the document. This project supports the City’s adopted Climate Action Plan Strategy On-Road 1A: Electric Vehicle Charging and Increased Usage of Electric Vehicles, and Climate Action Plan Implementation Measure 6: Electric Vehicle Charging Infrastructure Needs Assessment. In order to finalize the application, staff must submit the attached resolution by May 11, 2025.

FISCAL IMPACT:

There is no fiscal impact associated with this grant application. The grant award minimum is $150,000 and no matching funds are required.

ALTERNATIVE:

The City Council may choose not to adopt the resolution and provide further direction to staff.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.

PUBLIC NOTICE:

No notice required.
