The Special Closed Session Meeting of the City Council was called to order at 2:32 p.m. on November 4, 2025, in the City Council Chamber at City Hall with Mayor Duncan presiding.
Mayor Duncan recused himself from an item and left the meeting at 2:32 p.m.
Councilmember Downey joined the meeting at 2:37 p.m.
Councilmember Downey recused herself from an item and left the meeting at 3:25 p.m.
Mayor Duncan rejoined the meeting at 3:25 p.m.
