CITY COUNCIL STAFF REPORT
Resolution Extending a Local Emergency Due to the Discovery of Caulerpa prolifera in the Coronado Cays
RECOMMENDATION
Adopt the resolution to extend the declaration of local emergency due to the discovery of Caulerpa prolifera.
BACKGROUND
On September 21, 2023, an approximately 24 square meter patch of Caulerpa prolifera was discovered growing underneath and adjacent to boat docks along the eastern edge of Antigua Village within the Unified Port of San Diego’s (Port) jurisdictional waters of the Coronado Cays during pre-construction underwater surveys associated with the Antigua Village Dock Replacement project. Surveys conducted subsequent to the initial discovery have revealed approximately 0.25-acres of additional Caulerpa prolifera infestations on the north side of Antiqua Village and within City of Coronado jurisdictional waters.
Caulerpa prolifera can expand aggressively if left untreated and displace native habitats including the 1,900 acres of eelgrass habitat in South San Diego Bay. Any impacts to eelgrass could threaten numerous other species including 70 different fish species and 60-80 federally listed green sea turtles that rely on eelgrass as foraging and resting habitat.
The threat to sensitive marine habitats and species posed by Caulerpa prolifera prompted the City of Coronado and the Port to declare local emergencies in November 2023. The emergency declarations also satisfied conditions necessary to access state and federal grant funding to complete additional underwater surveys and initiate eradication efforts. The City’s most recent extension of the declaration is set to expire February 14, 2026.
ANALYSIS
City staff has continued to work with partner agencies and stakeholders as part of the Southern California Caulerpa Action Team (SCCAT) to identify funding opportunities and to develop an eradication plan.
Since the November 2023 City Council emergency declaration, a total of $850,000 in grant funding has been secured, including a $500,000 allocation from the State Water Resources Control Board (SWRCB) Cleanup and Abatement Account and $350,000 from the U.S. Fish and Wildlife Invasive Species Grant Program. While these grant awards are significant and will allow additional surveys and initiation of eradication efforts, it is anticipated that the total project cost will exceed $1.2 million and could escalate if additional areas of infestation are identified.
Extending the local emergency declaration would allow the City and partner agencies to continue to pursue other sources of grant funding while also recognizing that the Caulerpa infestation in City waters remains a threat until it is successfully treated and eradicated.
FISCAL IMPACT
None.

WHEREAS, additional Caulerpa prolifera surveys were conducted from October 6 through October 25, 2023, which identified additional Caulerpa prolifera infestations within City jurisdictional waters in the Coronado Cays; and
Item 4.d
WHEREAS, significant funding will be required to determine the extent of the Caulerpa prolifera infestation in San Diego Bay and for the eradication of the Caulerpa prolifera found to date; and

WHEREAS, The Emergency Declaration is set to expire on February 14, 2026; and WHEREAS, The Caulerpa prolifera infestation in City waters will continue to pose a threat to sensitive marine habitats and species until eradication efforts have been successfully completed; and
WHEREAS, based on the facts recited hereinabove and detailed in the corresponding agenda report, the existing and threatened conditions to cause extreme peril to the safety of property within the City’s jurisdiction caused by Caulerpa prolifera; the existing and threatened conditions are, or are likely to be, beyond the control of the services, personnel, equipment, and facilities of the City, and may require the supplemental efforts and available resources of other local government entities, the state and/or federal government, and/or disaster relief organizations to help alleviate the damage, loss, hardship, or suffering caused thereby.

CITY COUNCIL STAFF REPORT
Consideration of a Resolution Approving the Fourth Amendment to the City Manager Employment Agreement Related to Compensation
RECOMMENDATION
That the City Council consider adoption of the resolution approving the Fourth Amendment to the City Manager Employment Agreement between Christina J. Friend and the City of Coronado; authorize the Mayor to execute the amendment reflecting a base salary adjustment to $306,000, an increase to annual leave cash out and severance payment, and changing the time for the City Manager’s performance review to be conducted, and amend the Personnel Authorization & Compensation Plan (PACP) accordingly.
BACKGROUND
After a nationwide search in the spring of 2021, the City Council appointed Tina Friend as City Manager on July 20, 2021. The City and Ms. Friend entered a “City Manager Employment Agreement” effective September 16, 2021, (the “Agreement”), which established the terms and conditions for employment as the City Manager and chief executive officer of the City of Coronado and the municipal corporation. On December 6, 2022, the City Council approved the First Amendment to the Agreement. The Second Amendment to the Agreement was approved on January 16, 2024. The Third Amendment to the Agreement was approved on December 17, 2024.
ANALYSIS
State law requires that compensation of all City executive officers’ compensation be approved at a duly noticed public meeting in open session.
The Agreement between the City and Ms. Friend currently requires annual performance review to coincide with the close of the fiscal year and anniversary date of the City Manager’s employment with the City. The City Council conducted the performance evaluation this winter and concluded Ms. Friend’s positive performance review merits a base salary adjustment. During her four-year tenure, Ms. Friend has led the City by implementing the City Council’s priorities and policy directions including but not limited to overseeing capital improvement projects and continuing to improve on processes and procedures for efficient delivery of municipal services.
The action before the City Council is the consideration of an amendment to the City Manager’s Employment Agreement reflecting a 3.5% base salary adjustment to $306,000 and increases to vacation cash out to 200 hours annually and severance pay. The changes are effective in the first pay period after September 1, 2025. In addition, prospectively, the City Manager’s annual performance review will now be conducted in January of each year.
The adjustment to the compensation and benefits outlined above requires an amendment to the Agreement between the City and Ms. Friend.
The proposed Fourth Amendment to the Agreement is attached.
FISCAL IMPACT
Item 4.e
Should the amendment be approved, there are sufficient funds in the adopted fiscal year 2025-26 budget to cover the base salary increase.
ALTERNATIVE
Provide direction as needed.

4. Strengthen climate resiliency and disaster preparedness (Environmental Quality focus)
o Support city efforts to prepare for, prevent, and adapt to natural disasters and climate impacts, including wildfires, drought, sea-level rise, and extreme weather events.
o Increase transparency and access to insurance coverage, particularly following natural disasters.
League leadership emphasized two core principles guiding all advocacy:
• Protection of local land-use authority, and
• Opposition to unfunded state mandates on cities.
Staff stressed the importance of cities actively sharing concerns and priorities with Cal Cities staff and engaging in lobbying efforts.

CITY COUNCIL STAFF REPORT
Fiscal Year 2025-26 Budget Mid-Year Review and Adjustments
RECOMMENDATION
Receive the report and approve the recommended Fiscal Year 2025-26 Mid-Year Budget adjustments.
BACKGROUND
The Mid-Year Budget review provides an overview of the City’s Budget at the halfway point in the fiscal year. It also allows modifications to the adopted Budget necessitated by emergent needs or changed conditions that were not anticipated or fully defined at the time the Budget was adopted in June 2025.
The items for which adjustments are recommended to the City Council for approval fall into the following categories:
3) Revenue and expenditure changes from events, emergent needs, or changed conditions that were not anticipated or fully known when the budget was adopted by the City Council in June 2025;
3) Purchases, additional services, or projects that were requested or directed by the City Council subsequent to the adoption of the Budget; and
3) Additional expenditures associated with minor course corrections in programs or projects to reflect the actual operational experience in the first half of the fiscal year.
ANALYSIS
This report focuses on the General Fund, with highlights of other funds with notable changes.
General Fund Revenue
As of November 30, 2025, General Fund revenues totaled $35,272,193, or 42.5% of the annual projection. The table below identifies the original revenue budget and five months of revenue (shown on a cash basis).
Table 1: Revenue By Source
The property tax, Transient Occupancy Tax (TOT), and sales/use tax continue to make up most of the General Fund revenues received as of November 2025, at approximately 88%.
Item 8.b
Approximately 38% of the budgeted Property Tax has been received as of November 2025, consistent with expectations given the scheduled timing of receipts.
Transient Occupancy Tax
The Hotel del Coronado completed its Victorian Building renovation project in June 2025, placing several hundred rooms back in service. As such, the Fiscal Year (FY) 2025-26 TOT was budgeted at $22.0 million, up from the prior year’s budget of $18.5 million. As of November 2025, the City received $11.8 million in TOT revenue, approximately 54% of the adopted TOT budget of $22.0 million. Based on the year-to-date revenue received and the trajectory for the remainder of the fiscal year, the staff proposes an additional $1,000,000 in revenue to the TOT budget.
Smaller revenue adjustments in the General Fund include an increase of $25,000 in the vehicle storage release fee, offset by estimated reductions in Police grant reimbursement and vehicle code fines of ($29,740) and ($37,000), respectively.
The revenue adjustments are presented in greater detail in Attachment 1.
General Fund Expenditures
Expenditures are shown below by category and by function. Through November 2025, General Fund expenditures, including transfers, total $38,226,750, representing 46.6% of the adopted budget. All approved fund transfers ($14,760,000) occur during the first half of the fiscal year, indicating that the year-to-date operating expenditure is lower than expected at about the midway point.
The table below shows the original expenditure budget by category, along with five months of expenditures (shown on a cash basis).
Table 2: Expenditure by Category
The expenditure adjustments represent a 0.9% increase over the adopted budget. The following table displays the same information by function.
Item 8.b
Table 3: Expenditure by Function
The new General Fund Mid-Year Budget adjustments for Council authorization total $735,008, as summarized below:
Salaries and Benefits
Reclassification of Police Services department Support Services Manager to Police Lieutenant classification ($84,210)
Convert a temporary part-time Property and Evidence Technician to a permanent full-time position ($43,639)
Additional funds for continued temporary part-time support for the City Clerk’s office ($30,000)
Service, Supplies, & Properties
City Manager and City Clerk’s Office: Cubicle reconfiguration, operational handbook, archival materials ($24,000)
Fire Services: Increases in contract services for the Public Provider Ground Emergency Medical Transport program, San Diego County EMS Policy S-004 compliance requirement costs, ALS Quality Assurance compliance training costs, pharmaceutical and lab supplies, Personal Watercraft trailer, drydock port, and lifeguard rescue equipment ($170,400)
Public Services & Engineering (PS&E): Additional funds for t the remaining Citysponsored events, including electrical contracting, rental items, traffic control, portable restrooms, janitorial services, and litter abatement ($63,000) Transfer-Out to the Vehicle and Equipment Replacement (VER) fund ($59,759) PS&E
▪ Barber Surf Rake for beach maintenance and sand shifting ($100,000) ▪ Utility Task Vehicle to maintain operation during downtime and reduce the use of larger vehicles on the beach ($25,000)
Fire Service:
▪ Budget Reduction. FY 2025-26 adopted budget included a transfer to the Vehicle and Equipment Replacement (VER) fund for a portable lifeguard tower. The Fire Services department acquired two portable lifeguard towers from the City of Encinitas, thereby eliminating the immediate need for this acquisition. (-$90,241). ▪ Beach Lifeguard division personal watercraft to replace a unit that has reached the end of its useful life and requires a significant repair ($25,000). Transfer-Out to the Capital Projects fund. Installation of a decorative fence at the Cays Dog Park. ($260,000)
These expenditure adjustments are presented in greater detail in Attachment 2.
Item 8.b
General Fund Off-Cycle Appropriations
The expenditure tables also include $5,140,243 in Off-Cycle appropriations, which are individual budget requests approved by the City Council after the budget adoption. As such, these are not reflected in the FY 2025-26 Budget initially adopted. However, they are included in the summary below as part of the total year-to-date adjusted budget for the current fiscal year. These Off-Cycle appropriations are:
Various salary and benefits adjustments for the FY 2025-26 compensation plan for all employees, including the successor Memorandum of Understandings (MOUs) with the represented groups ($563,000)
New contract for a License Plate Recognition Parking Enforcement System ($198,000) Purchase of an affordable housing property ($4,198,000): Total purchase price of $5,998,000, funded from the General Fund ($4,198,000) and the Affordable Housing Fund ($1,800,000) Additional funding (Hotel Del Development Fund) for the construction phase of the Shores Median Design SR-75 project ($181,243)
Details of the Off-Cycle appropriations are presented in Attachment 3.
A summary of the General Fund budget (Sources & Uses Schedule) is shown in Attachment 4 and compares the original budget with the adjusted Mid-Year budget, segregating the previously approved items from those presented here for the first time. With these changes, the projected ending fund balance for FY 2025-26 is $93,497,602. This fund balance is approximately $3.9 million below the projected amount at the time of budget adoption, primarily due to the aforementioned one-time purchase of an affordable housing property, approved by the City Council on December 2, 2025.
Changes to Other Funds
Recreation Services Fund
A $50,000 adjustment is proposed for unforeseen replacement of facility equipment, including window shades, rental equipment, the exterior clock, and the ice machine.
TransNet Fund
An increase in both the reimbursement revenue and eligible expenditure, $350,000, related to funding for design work of various street alley repairs in various locations in the city.
Wastewater Utility
$250,000 is proposed for the additional contract work needed to replenish funding for unanticipated emergency repairs and maintenance performed, and to support wastewater operations and maintenance projects over the next six months due to current staffing capacity challenges. $1,000,000 in additional funding is proposed to complete the Parker Pump Station rehabilitation project.
Storm Drain
$175,000 is proposed for additional contract services funds to cover anticipated street sweeping ($100,000) and stormwater cleaning/jetting services ($75,000).
Item 8.b
The following provides a summary of new FY 2025-26 Budget adjustments by Fund:
Other Funds Off-Cycle Appropriation
Off-Cycle appropriations are individual budget requests approved by the City Council year-to-date. For FY 2025-26, these previously approved appropriations for funds other than the General Fund total to a net of $1,800,000, which is partial funding of the purchase of the affordable housing property, drawn from the Affordable Housing Fund. Other budget-neutral Off-Cycle appropriations include $1,412,374 in TransNet-reimbursable additional funding for the construction of the Shores Median Design SR-75 and $40,000 for the Ride-to-Live grant and related expenses.
FISCAL IMPACT
The proposed revenue adjustments across all funds total $1,308,260. Adjustments to the General Fund are $958,260, and to other funds are $350,000. The details of these revenues are presented in greater detail in Attachment 1.
The proposed new budget appropriations for all funds are $2,560,008: $735,008 for the General Fund, and $1,825,000 for the other funds. The details of these expenses are presented in Attachment 2.
The previously approved FY 2025-26 Off-Cycle appropriation total for all funds is $6,940,243: $5,140,243 for the General Fund, and $1,800,000 for the other funds. This includes all year-to-date Off-Cycle appropriations approved by the City Council as of January 20, 2026, and are presented in greater detail in Attachment 3.
Item 8.b

General Fund:
10010000 40150 Transient Occupancy Taxes 1,000,000 As of November 2025, the City collected $13.6 million in TOT. When the actuals from December 2024 through
June 2025 are applied to the year-to-date actuals, the
projected TOT is approximately $23.4 million, compared
to the FY 2025-26 adopted budget of $22.0 million. Prior year's actuals are deemed conservative, as the prior
year actuals used for projections are during the period of ongoing Hotel Del's Victorian wing renovation, which has since been completed. As such, an adjustment of $1.0
million is deemed reasonable.
10021000 45028 Vehicle Storage Release Fee 25,000 Increase is estimated based on the year-to-date collection of more than $56,000 as of early December
2025 and the FY 2025-26 budget of $75,000.

Barber Surf Rake: The existing unit is rusted and not operational due to the 100,000 hazardous beach environment and would require repairs totaling 30% or more ofthe cost of a new sifter. The sand sifter is an essential piece of equipment usedby beach maintenance it removes small debris from the wrack line effectively, allows for easy dumping into standard and roll-off dumpsters and performsefficiently on both dry and wet sand.
Utility Task Vehicle: The division currently operates with one UTV and requires a 25,000 second to maintain operations during downtime and reduce the use of largervehicles on the beach. UTVs are essential for litter abatement along theshoreline and dunes, providing greater efficiency, accessibility, and visibility forstaff to identify and address litter, hazards, dogs, and beachgoers whileperforming maintenance duties.
FY 2025-26 adopted budget included a transfer to the Vehicle and Equipment (90,241) Replacement (VER) fund for portable lifeguard tower. The Fire Servicesdepartment was able to acquire and repurpose two portable lifeguard towersfrom the City of Encinitas that were scheduled for disposal, thereby eliminatingthe immediate need for this acquisition.

CITY COUNCIL STAFF REPORT
Fiscal Year 2026-27 Community Grant Process
RECOMMENDATION
Approve the expedited Community Grant Program process for Fiscal Year (FY) 2026-27 and authorize the release of the Community Grant Program applications.
BACKGROUND
Since 2000, the City of Coronado has awarded grants to local nonprofit organizations to support programs and activities that enhance the community in the areas of Arts and Culture, Community Pride and Sense of Place, Economic Development, and Social Services.
The Community Grant Program is governed by City Council Policy No. 28 – Community Grants, which was adopted by the City Council on May 7, 2019. Policy No. 28 establishes the formal framework for the program, including eligibility requirements, application and review procedures, and City Council oversight.
Since its adoption, Policy No. 28 has helped bring greater structure, transparency, and consistency to the grant process, and the program generally functions well in achieving its core objectives.
However, administering the program under the traditional annual review model presents significant administrative challenges for both City staff and applicant organizations. The internal application, review, and scoring process is highly time-intensive and resource-heavy, and applicants - particularly organizations seeking funding year after year for the same programs - have consistently noted the substantial effort required to reapply annually with limited changes to scope or outcomes. Considering these challenges, last year staff began exploring alternative approaches to improve efficiency while maintaining transparency and responsible stewardship of public funds.
In FY 2025-26, the City Council approved an expedited Community Grant Program process. The expedited approach was introduced to streamline the lengthy application and review process. Under this framework, returning organizations with established, ongoing programs were eligible for automatic renewal funding based on a percentage of their prior-year award (100%, 90%, or 80%), while still being required to demonstrate continued alignment with program goals and performance expectations. The expedited model also retained opportunities for new or emerging organizations through a mini-grant application process, allowing organizations not included in the renewal framework to request funding up to $15,000. Additionally, organizations receiving renewal funding were permitted to report changes in programming or request reasonable modifications to their grant scope, which were evaluated and approved by the City Council as part of the award process.
For FY 2026-27, staff is again proposing the use of an expedited Community Grant Program process, generally consistent with the approach approved by the City Council last year. The proposed process is intended to provide continuity for applicants and reduce administrative burden for both the City and nonprofit partners, while focusing on program outcomes and community impact.
Following completion of this year’s grant cycle, staff anticipates evaluating program outcomes and returning to City Council later in the year to discuss potential long-term updates to Policy No. 28, including consideration of a multi-year grant approval framework that builds upon elements of the expedited Item 8.c
process.
ANALYSIS
The expedited Community Grant Program process approved by the City Council for FY 2025-26 proved to be an effective and well-received approach for both applicants and City staff.
Automatic Renewal Framework Evaluation
Feedback from nonprofit partners who were eligible for an automatic renewal grant generally highlighted the clarity and predictability of the expedited framework, particularly the benefit of knowing anticipated award amounts earlier in the process. Organizations also expressed appreciation for the streamlined application requirements and the opportunity to focus more on program delivery and outcomes rather than the application preparation.
From a funding and decision-making perspective, the results of the FY 2025-26 expedited process demonstrate strong alignment between staff recommendations and City Council priorities. Of the organizations funded through the renewal framework, only one organization received less than the amount recommended by staff. This indicates that the City Council was generally supportive of staff’s evaluation and recommendations, and that the expedited framework both maintained Council’s flexibility during deliberations and established a reasonable baseline for funding decisions.
Mini-Grant Framework Evaluation
Last year’s process also included a mini-grant program, which created opportunities for new and emerging organizations to seek Community Grant funding. Under the mini-grant framework, staff’s evaluation philosophy was to assume full funding for eligible applications, given the relatively modest request cap of $15,000 per application when compared to renewal grants.
The City Council adjusted staff recommendations more for mini-grant applications than for renewal grants. City Council aligned with six of staff’s mini-grant funding recommendations, declined to fund five recommended applications, and awarded additional funding to one organization.
Proposed Refinements and Next Steps for FY 2026-27
For FY 2026-27, staff is recommending minor refinements to the expedited process that build on last year’s success. Rather than automatically applying a percentage-based renewal formula, staff proposes using each organization’s prior-year award as a baseline for evaluation and recommendation. Once the total funding available for the Community Grant Program is confirmed during the budget development process, staff anticipates setting aside approximately $150,000 to support the mini-grant program, consistent with last year’s funding level of $121,849. The mini-grant program would continue to allow a maximum request of $15,000 per organization for one discrete program, activity, or event.
Any remaining available funds, including additional budget capacity, could then be distributed evenly across eligible organizations or presented to City Council as discretionary surplus funding to allocate during deliberations, consistent with the approach used in FY 2025-26. As with prior cycles, staff will present funding options for consideration, and the City Council will determine the final funding allocations.
FISCAL IMPACT
Per City Council Policy No. 28 – Community Grants, FY 2026-27 grant funding will be set at 1.35% of General Fund revenue. The proposed expedited process will not result in a direct fiscal impact to the City.
The expedited grant process will produce savings of staff time to the City. Efficiencies gained with this approach are estimated to save 140 hours of staff time that can be applied to other priorities and projects.

What do you see as the
future of the Coronado
Public Library?
The library is already a wonderful community resource and I would hope it can continue to both lead and follow the pulse of the community with its cultural, civic and educational offerings.
Targeted areas for continued investment are to decrease "digital gaps," and provide help with understanding AI, host civic discussions to bring people with diverse perspectives together, offer programs focused upon literacy and increased "long form" reading among all age groups, take the lead in increasing voter registration and continue to serve as a community hub for a shared Coronado identity that brings people with diverse viewpoints together. All of these areas hold in common the need to provide equitable access to knowledge, particularly relevant to our community and that bridges partisan divides. Special programs oriented to our military population are another area for c continued and future focus.

Dear City Council Members,
I respectfully request your consideration for appointment to the Coronado Library Board of Trustees. Although I am a newer resident, I have long-standing ties to Coronado and a deep appreciation for the vital role public libraries play in strengthening communities.
In my former town of San Anselmo, California, I served on the Financial Advisory Board, where I helped secure voter approval for a tax measure that expanded library funding, and later served on the Library Funding Committee to ensure responsible allocation of those resources. I also held the role of Town Treasurer, gaining further experience in fiscal oversight and governance.
I would be honored to contribute this background in community service, stewardship, and public engagement to support the continued excellence of the Coronado Library.
Thank you for your consideration,
Elizabeth Dahlgren

CITY COUNCIL STAFF REPORT
Resolution to Extend a Local Emergency Declaration in the City of Coronado Due to Impacts from Cross-Border Water Pollution
RECOMMENDATION
Consider the Resolution to Extend the Local Emergency Declaration due to cross-border water pollution.
BACKGROUND
The City of Tijuana’s regional wastewater infrastructure is decades old, has inadequate capacity to treat and convey wastewater and suffers from repeated breaks and system failures. These failures lead to spillage and wastewater discharge into the Tijuana River, its tributaries and outfall into the Pacific Ocean, polluting the ocean waters off Imperial Beach, Coronado and beyond. The impacts of this pollution to the region are profound, and growing as Tijuana’s population expands.
The South Bay area, including the City of Coronado, has seen increasing levels of water pollution and beach closures from cross-border water pollution. These conditions threaten the health and safety of residents and visitors, our local ecosystems and the economic vitality of the region.
At the City Council’s March 4, 2025 meeting, City Council adopted a Resolution Declaring a Local Emergency due to pervasive impacts from cross-border water pollution. The declaration was extended on June 3, 2025, July 15, 2025, September 2, 2025, October 21, 2025, and December 16, 2025.
ANALYSIS
Under State law, a declaration of local emergency must be considered every sixty days and the governing body take action to either extend or terminate the local emergency. The City Council is requested to discuss and take action. A Resolution to Extend the Emergency Declaration has been prepared and is attached.
FISCAL IMPACT
There is no fiscal impact.
ALTERNATIVE
The City Council may choose to terminate the emergency declaration or provide other direction.

WHEREAS, The Emergency Declaration is set to expire on February 14, 2026, unless further extended by the City Council; and

WHEREAS, impaired water quality leads to conditions unhealthy for the safety of persons, property and the environment; and
WHEREAS, pollution from cross-border flows are impacting the region’s community health, economy and ecosystems, and the ongoing closures of South Bay beaches, including Coronado beaches, limits coastal access; and
WHEREAS, the flow of contaminants and untreated wastewater continues to escalate due to inadequate wastewater infrastructure in the City of Tijuana and lack of sufficient operation and maintenance of existing infrastructure; and
WHEREAS, the cities of Imperial Beach, Chula Vista, San Diego, the County of San Diego and the San Diego Port District have declared a state of local emergency, and the County of San Diego has issued a public health emergency for the Tijuana River Valley; and WHEREAS, the environmental degradation from cross-border water pollution constitutes Item 8.f

an economic and public health threat that is beyond the control of local resources, services, personnel equipment and facilities, and warrants this declaration of a local emergency.
