City Council Meeting - June 02, 2026

1. CALL TO ORDER AND ROLL CALL
The Special Meeting of the City Council was called to order at 3:37 p.m. on June 2, 2026 in the City Council Chamber at City Hall with Mayor Duncan presiding.

2. ORAL COMMUNICATIONS
None.

3. PRESENTATIONS

3.a
Brown Act Training
Deputy City Attorney Jenna Burns presented an overview of legal guidelines on social media use by public officials and the Brown Act, via PowerPoint.

Mayor Duncan and Ms. Burns discussed whether liking a personal, non-city post (e.g., a child's graduation announcement) would violate the Brown Act's serial meeting provisions and that personal posts are separate from official business, and the Act only
applies to matters within the City's subject matter jurisdiction. Further discussion ensued regarding potential remedies for liking a post related to a city job opening or other city matters and noted there are no published cases on the 2019 revisions, but a violation could potentially overturn a decision. City Attorney Johanna Canlas stated
that the San Diego County District Attorney's Office has jurisdiction over Brown Act violations, with remedies ranging from redoing the process and sanctions to consent decrees or criminal charges, depending on due process or property rights implications.

Mayor Duncan asked about the legality of deleting abusive comments or blocking users. Ms. Burns responded that certain comments, such as harassment or incitement of violence, may legally be removed, but the rules are highly nuanced and officials should consult counsel before acting.

4. ADJOURNMENT
Mayor Duncan adjourned the Special Meeting at 4:06 p.m.
