Council discussion ensued regarding the process for considering the grants. Councilmember Steward requested that the City Council approve Option 2 in its entirety. Discussion further ensued regarding recusals and conflicts of interest. Councilmember Fleming stated that any member of the City Council who serves in any capacity on the board of an applicant organization should recuse himself or herself from consideration of that organization, and stated that he had spoken with Councilmember Steward and recommended that she recuse herself from the Emerald Keepers items.

Discussion ensued regarding the Chamber of Commerce’s three grant requests. Councilmember Purvis asked for clarification regarding the relationship between the visitor center website grant and the recently approved CTID report allocating $215,000 toward a website. Rena Clancy, Executive Director, Coronado Chamber of Commerce, responded that the $24,000 is over and above the line items for the $215,000 information hub and represents a partial contribution of what the Chamber would put toward that amount. Mayor Duncan stated that he would not support the website grant in the future absent substantial progress on the website in the next 12 months and asked that the City Council be kept updated.

Discussion ensued regarding the Coronado Historical Association’s reserves and the use of public funds. Councilmember Fleming asked Vickie Stone whether the Association had recently received large sums of money and what reserves it has or expects. Ms. Stone responded that one gift has been publicly announced and a second gift of $500,000 is forthcoming and not yet decided; that the Association’s financial statements and Forms 990 are publicly available; that the Association carries a mortgage on its building; that the board is still discussing how the new funds will be used; that the Association has two full-time and approximately eight part-time staff; and that City grant funding supports day-to-day operations while the recent gifts are directed toward long-term stability.
Mayor Duncan asked for clarification regarding the building, and Ms. Stone confirmed that it was sold at a reduced price rather than at a reduced interest rate, that the Association incurred approximately $3 million in debt in connection with the purchase, and that the debt is serviced separately from the grant request before the City Council.

Discussion ensued regarding the Coronado Art and Wine Festival. Mayor Duncan noted that events generating sales tax and transient occupancy tax revenue have a net cost lower than the grant amount, while noting that the City Council also considers benefits unrelated to economic activity. Councilmember Downey provided comments regarding the lack of available parking during the festival and requested that organizers address accessible parking or shuttle service when streets are closed.
Motion made by:
Mayor Duncan
Seconded by:
Councilmember Downey
Allocate grant funding in the amount of $24,850 to the Coronado Schools Foundation.
Yes (5):
Mayor Duncan, Councilmember Downey, Councilmember Fleming, Councilmember Purvis, and Councilmember Steward Motion Carried
Discussion ensued regarding whether the City should continue to fund the organization. Councilmember Fleming stated that he questions whether an organization should require City grant funding in perpetuity, comparing Emerald Keepers to organizations that are self-supporting through member dues and contributions, and stated that the organization regularly appears before the City Council to lobby on various matters and that it is inappropriate for the City to fund an organization that is in large part a lobbying organization.
Councilmember Fleming and Dave Landon, President, Emerald Keepers, discussion ensued regarding that the organization previously had a paid director but is now operated entirely by volunteers, that the City grant funds are kept separate, are accounted for on the organization’s Form 990, and are reported annually to staff. Discussion further ensued regarding the City not having dedicated environmental department or full-time sustainability office, that Emerald Keepers fills that gap at a fraction of the cost of building that capacity. Mr. Landon stated that voicing support for community initiatives is not lobbying in his view.
Mayor Duncan and Mr. Landon discussed that the organization pursues outside grants, holds fundraisers, and receives donations, and that it has raised $80,974.66 for the current fiscal year to date; that the prior gala funding supported a solar initiative for the Brian Bent Memorial Aquatic Center pool, that the funds raised were placed in a restricted fund with the school district’s knowledge and agreement, and that further fundraising is on hold pending engineering and cost information; that there are multiple membership levels with fees varying by level. Discussion further ensued regarding whether the Emerald Green, Ocean Blue restaurant sustainability program had operated in the past year, that the organization has not been as active in that program as it should have been but intends to reinitiate it in connection with the new plastic ordinance; that Emerald Keepers will sponsor a regional clean water event in Coronado and
that the organization’s overall goals are education, particularly of middle and high school students, and maintaining and improving the local environment.
Further discussion ensued regarding lobbying by grant recipients. Councilmember Downey noted that a 501(c)(3) organization is permitted under the federal tax code to lobby regarding the core mission of the organization, that Emerald Keepers has not used a paid lobbyist and has not engaged in political campaign activity, and that the community’s support for an organization, including the funds it raises locally, is an important consideration. Mayor Duncan stated that the question is not whether the lobbying is lawful but whether the City wishes to fund an organization to lobby the City Council on matters before it, and expressed concern regarding the level of detail in the application, stating that he would like to see specifically how grant funds are allocated among programs.
Mayor Duncan asked about the status of sustainability staffing in the City. City Manager Friend responded that the City has a sustainability planner position currently in recruitment, which the City hopes to fill in the coming months.
Councilmember Downey noted that a conflict of interest generally concerns financial gain from a vote, that Councilmember Steward is not on the Emerald Keepers board and is not a member of its policy group, and that she herself would recuse from the Coronado Fourth of July item because she serves on that board and runs part of the program.
Mayor Duncan clarified for the public that the conflict of interest issues are not matters on which the City Attorney determines whether a member is disqualified; rather, each Councilmember individually decides, as an ethical matter, whether a conflict or an appearance of impropriety exists, and that is why no City Attorney determination was announced.

Council and Ms. Pletcher discussion ensued regarding the program and the organization, that all of participating students are Coronado residents, that the swim club existed for eight years, that the Making Waves program would be new, and that the team previously existed as the Sea to Desert Swim Association, with the booster club formed as the supporting nonprofit. Council further discussed whether the program conflicts with other swim programs, including the former Coronado Navy Swim Association; noted the Coronado Navy Swim Association dissolved and that a new group was formed. Mayor Duncan asked whether the program has other funding. Ms. Pletcher responded that the full program budget is approximately $18,750 and that the difference of $3,750 would come from other sources.
Further discussion ensued regarding the appropriate funding level; and whether the City should fund programs that use school facilities when other funding opportunities exist. Mayor Duncan stated that he would not be supportive of the City funding children’s participation in club sports, noting that clubs can raise funds through dues or other fundraising. Councilmember Purvis noted concern regarding the City entirely funding a program of an entity that has not previously applied.
Councilmember Fleming proposed funding half of the requested amount and inviting the organization to return with a more detailed request after a year of operation.

Discussion ensued regarding whether the grant request from the Coronado Hospital Foundation was an appropriate use of City grant funding.
Councilmember Fleming moved that the request not be funded.
Councilmember Downey stated that she was not comfortable continuing to fund an organization that raises substantial funds. Councilmember Purvis noted that the amount is small relative to the $1.7 million budget for the new center, that the Foundation is local and does not come to the City Council often, and that the hospital is the only facility on the island for medical emergencies. Mayor Duncan stated that he wishes to recognize organizations that respond to the City Council’s prior direction by submitting smaller, specific requests, and that he would vote in favor if there were an additional vote of support. Councilmember Downey then stated that she could support the request given the low amount, while noting her continuing concern regarding the Foundation’s fundraising capacity. Councilmember Steward stated that the mini grant is appropriate.
Mayor Duncan noted that a motion not to approve the grant was on the table. Councilmember Fleming amended his motion to approve the grant as presented.

Discussion ensued regarding the appropriate funding level for Crown City Water Polo, that because the City Council funded half of the Anchor Booster Club request it should do the same here; and that the school district has directed that the pool be self-supporting, requiring higher fees for all users. Discussion ensued regarding potential redundancy between So Say We All and Storytellers of San Diego, and the two items were discussed together. Councilmember Downey asked whether both should be funded, noted that funding both at the same amount for one year would allow a comparison of their track records.
Councilmember Purvis and Jordan Coburn discussed the $1,500 venue cost listed in the expense description, that one venue under consideration is the VFW, which has a $1,000 rental rate, and that rental costs for other venues have not yet been determined. Further discussion ensued regarding charge for admission, that the organization typically charges $10 for admission and that funds in the budget could be redirected to cover admission so that the event would be free to Coronado attendees.

Council and Staff discussion ensued noting that the City is a member of the South County Economic Development Council, and that the City’s annual dues are $1,300. Councilmember Steward stated that the request is a redundant service because the City has committed its CTID funds to the information hub on Orange Avenue. Councilmember Downey stated that the organization’s programs rarely had an impact on Coronado businesses because of the unique local market, that she supports continued membership, and that the Chamber and Discover Coronado already conduct a job fair. Mayor Duncan noted that the proposal appears to be at a starting concept stage.

David Schmidt responded that the proposed program has four components: a series of storytelling performances with professional storytellers; a professionally recorded digital audio archive; the storytelling institute, held in Coronado since 2022; and a final presentation involving institute participants, and stated that all of the stories are exclusively Coronado stories; and that with the prior year’s $5,000 the organization held the institute at the library and produced an original book of 30 Coronado legends, now available to Coronado schools and the library. Council and Mr. Schmidt discussion ensued regarding that the library has agreed to hold the recordings, and that they would also be available free of charge on publicly accessible platforms. Councilmember Purvis stated that the increase is a large jump and proposed funding at $10,000.

Councilmember Steward stated that Naval Special Warfare receives substantial funding for programs that did not previously exist, that other resources are available in town and through Navy programs, and that she would vote no. Councilmember Downey stated that many nonprofits support SEALs and SEAL families, that the Navy has begun recognizing the need to provide services for spouses, and that she does not believe the City is the appropriate funding source at this time.

Mayor Duncan noted that the Coronado Junior Arts League submitted an oral request for a $30,000 grant and asked staff to explain the registration fees referenced by the organization. Tim Farmer, Director of Recreation and Golf Services, explained that the Coronado Junior Arts League is an independent contractor operating as a recreation program provider, that under the City’s contract with the organization and with all other independent contractors that run programs, 70 percent of the registration fees collected for the program goes to the contractor, and that 30 percent is retained by the City for use of the venue and for the marketing and other efforts the City provides for its recreation programs.
Councilmember Downey stated that she would be supportive funding the organization at $30,000 given the prior awards, noting that the organization inadvertently fell off the list during a leadership transition, and stated that she does not wish to change the rules and would support a one-time exception only because the organization had previously received funding and followed the rules, encouraging all organizations to apply by the deadline. Councilmember Purvis noted that the City Council is permitting an application after the deadline and that other organizations may observe that they would have made a similar request had they known, and noted that the organization obtained equipment for the Playhouse through a county grant.
