He provided background on Ross Valley 24 Paramedic Authority and how Corte Madera was served by the agency through a 25 subcontract. Council members did not have questions on this 28 item.
29 30 Vice Chair Lee opened up the item for public comment. 31 32 No public comments were received from attendees or via email on this item. 33 34 Vice Chair Lee closed the public comment and brought back the item for 35 discussion and a possible motion.
36 37 MOTION: It was M/S/C (Beckman/Candell) to adopt resolution No. 2023/09 38 Roll call vote: 3-0-1 in favor of the motion. (Absent: Way) 39 40 C. Consideration and Possible Adoption of Resolution No. 2023/10 Approving an 41 Agreement with the Marin County Fire Department for 9-1-1 Emergency 42 Communications and Dispatch Services
43 44 Chief Martin presented the staff report. He discussed the changes that took place 45 in the Sheriff’s Department that led to the search for using a different 9-1-1 46 emergency communications system and dispatch services. He also went over the November 9, 2023 Regular Meeting Minutes
5 1 discussions that took place when coming to the agreement presented with the staff 2 report.
3 4 Council Member Candell asked how the costs for each agency were determined. 5 Chief Martin explained that they normally consider either the population size or the 6 number of calls from a single jurisdiction. For the new agreement, it was 7 determined that they would base the costs on CAD (computer-aid dispatch) 8 incidents and population, combined.
9 10 Council Member Candell followed up by asking about the reason the start up cost 11 is so high and why the cost seems to increase $100,000 every year. He asked 12 whether the new system is actually going to be better as it seems a lot more costly. 13 Chief Martin explained that the extra added costs are because the new system is 14 going to need new staff, new licensing and the costs are to cover everything that 15 is needed. Previously with the Sheriff, the staff and licensing were covered by the 16 Sheriff Department. City Manager Dan Schwarz added that the cost model is very 17 scalable and could expand to a larger region if needed. Chief Martin also added 18 that the communication room has the ability to grow. 19 20 Council Member Beckman asked for an example of where CMFA would have been 21 hampered with the operations protocols from the previous system. Chief Martin 22 gave an example of how the CAD system would dispatch units to a location based 23 on the recommendations of the system and how there was an inability for CAD’s 24 to dispatch outside of the protocol. The new system would allow for flexibility in a 25 way that allows thinking outside the box.
26 27 Vice Chair Lee asked if the new system allows for more control. Chief Martin 28 confirmed and stated that the reason a contractor was not used was because they 29 felt the departments should have skin in the game and not allow for an outside 30 agency to make decisions. For that reason, they created an Executive Committee 31 that would have control of the system.
32 33 Vice Chair Lee asked whether there were long-term concerns on how this system 34 would affect the budget. Chief Martin responded that contractual obligations were 35 his biggest concerns when it comes to raises and MOU negotiations. City Manager 36 Dan Schwarz added that the increases cannot really be capped because 37 essentially, the agencies are agreeing to absorb costs associated with agreements 38 the County makes with its employees. The trade off is that County employees are 39 not employees of CMPA or JPA employees. He added that the costs can be seen 40 as dollars coming from the general fund and these dollars are paying for needs of 41 the operation of CMFA.
42 43 Vice Chair Lee asked how the managers feel about this agreement. City Manager 44 Dan Schwarz stated that the reactions have basically been the same and there is 45 acceptance of the reality of needing the dispatch services and an understanding November 9, 2023 Regular Meeting Minutes
6 1 of how the needs came about. Town Manager Adam Wolff agreed and added that 2 he trusts the recommendation of Chief Martin.
3 4 Vice Chair Lee opened up the item for public comment. 5 6 No public comments were received from attendees or via email on this item. 7 8 Vice Chair Lee closed the public comment and brought back the item for 9 discussion and a possible motion.
10 11 MOTION: It was M/S/C (Lee/Beckman) to adopt Resolution No. 2023/10 and 12 support the Chief’s recommendation.
13 Roll call vote: 3-0-1 in favor of the motion. (Absent: Way) 14 15 B. Consideration and Possible Adoption of Resolution No. 2023/11 Establishing 16 Dates and Times for the Regular Meetings of the Fire Council of the Central Marin 17 Fire Authority for 2024
18 19 Fire Chief Ruben Martin presented the report and stated that Council is asked to 20 confirm the upcoming 2024 calendar. The meetings mirror Central Marin Police 21 Authority Police Council meetings and would begin at 6:30pm or upon conclusion 22 of the Police Council meeting, whichever is later, and the schedule for that is February 8
th
, May 9th, August 8th and November 14
th 23 .
24 25 Vice Chair Lee asked for questions from the Council. No questions were given. 26 27 Vice Chair Lee opened up the item for public comment. 28 29 No public comments were received from attendees or via email on this item. 30 31 Vice Chair Lee closed public comment and brought back the item for discussion 32 and a possible motion.
33 34 MOTION: It was M/S/C (Way/Ravasio) to adopt Resolution No. 2023/11. 35 36 Roll call vote: 3-0-1 in favor of the motion. (Absent: Way) 37 38

CENTRAL MARIN FIRE COUNCIL
STAFF REPORT
REPORT DATE: January 29, 2024
MEETING DATE: February 8, 2024
TO: Central Marin Fire Authority Council
FROM: Daria Carrillo, Finance Director
SUBJECT: January 2024 General Fund Revenue and Expenditure Report
RECOMMENDED ACTION:
That the Fire Council accept the Revenue and Expenditure Report for the period ending January 31, 2024.
BACKGROUND/DISCUSSION:
The attached revenue and expenditure report is as of January 31, 2024, and reflects financial activity transacted during 58% of the budget year. The report was prepared on January 29, 2024, but no additional transactions will be recorded for the remainder of the month of January. This report includes the General Fund and the Measure C Fire Tax Fund.
This reports shows revenue and expenditures by major category. Total activity for the previous year and the activity through January 2024 as well as the budget and activity through January 2024. The numbers for the previous year are the audited actuals for 2022-2023.
GENERAL FUND
Revenue:
The General Fund receives nearly all of its revenue from contributions from the two member agencies, the City of Larkspur and the Town of Corte Madera. Each member agency pays 50% of the member contributions and makes payments on a quarterly basis. Payments are made in advance of each 2 quarter. As expected, revenue from member contributions is at 75%.
Total revenue is $462,638, or 5.5% more than last year at this time.
Total revenue is at 76% of budgeted, compared to 71% last year at this time. Please note the following:
• State revenue is $259,729, or 53%, less than last year at this time. The State reimburses the Fire Authority for out of county response. The Fire Authority responded to fewer out of county incidents in the current year than in the previous year. The Fire Authority expects to be reimbursed for approximately $15,000 in the current year in addition to the revenue shown on the report.
• Permits and Fee revenue is $6,490, or 9.7%, greater than last year at this time. Permit revenue is collected as permits are issued.
• Member contributions are $712,468 or 9.2%, greater than the amount received last year at the same time due to the increase in the required member contributions as compared to the previous year
• Other revenue is $20,983, or 32%, less than last year at this time, due mainly to a timing difference in revenue received from Ross Valley Paramedic Authority (RVPA) for engine reimbursement.
Expenditures:
Total expenditures are $99,056, or 1.5%, lessthan last year at this time, and are at 54% of the budgeted amount compared to 56% last year at the same time. Please notice the following:
Salaries are $202,619 or 4.6%, less than last year at this time, but are at 62% of the budgeted amount with 58% of the year elapsed. Included in this total is overtime pay, which is $23,814 less than last year at this time, but is $137,160 over the budgeted amount for the year. An increase of $418,119 in the overtime budget, with a corresponding increase in State reimbursement and RVPA revenue, is requested in a separate item on the Fire Council meeting agenda. If the budget revision is approved, salaries to date will be at 59%, the approximate percentage expected at this time.
Retirement expenditures are $41,890, or 8.5%, less than the amount at the same time last year. The decrease is mainly due to no unfunded liability payment to CalPERS being required in the current year. In the previous year, a payment of $62,137 for Two Years Additional Service Credit granted to a former employee was made.
Other benefits have increased by $22,611, or 3.6%, compared to last year as a result of increased medical insurance costs.
Retiree Benefits are $48,390, or 160%, more than last year at this time. There are currently 5 retirees eligible for retiree benefits as compared to 2 retirees last year at this time.
Outside Services are $55,582 less than last year at this time, mainly as a result in a timing difference in payment for dispatch services.
Supplies have increased by $89,642, or 53% due to purchases of hydrants, hoses and protective uniforms and equipment. The Adopted Budget was increased in anticipation of these purchases. The 3 supplies budget is at 53% of budget, the approximate amount expected at this time.
Other Expenditures have increased by $17,061. This represents payment to Kentfield Fire District for shared services.
Overall, expenditures are as expected.
MEASURE C FIRE TAX
Revenue:
The Measure C Fire Tax Fund was established to record revenue and expenditures associated with the Marin Wildfire Prevention Authority parcel tax approved by the voters in 2020.
Nearly all of this fund’s revenue is Measure C tax revenue, which is collected through property tax payments. The Fire Authority has not received any revenue this year to date. The first apportionment of 55% of annual revenue is expected to be received shortly.
Expenditures:
Total expenditures to date are $62,896, or 13%, more than last year at this time and are at 65% of the annual budget. The ending balance in this fund as of June 30, 2023 was $191,482. Some of this balance has been spent this year on fire mitigation projects.

There is no fiscal impact associated with this report.

CENTRAL MARIN FIRE COUNCIL
STAFF REPORT
REPORT DATE: January 26, 2024
MEETING DATE: February 8, 2024
TO: Central Marin Fire Authority Council
FROM: Daria Carrillo, Finance Director
SUBJECT: Accounts Payable Checks, October 28, 2023 to January 26, 2024, two checks dated October 26, 2023 and Transfers to Payroll Account, October 28, 2023 through January 26, 2024, and electronic payments to CalPERS
RECOMMENDED ACTION:
Acknowledge and file: 1) checks numbers 23010 to 23168 for a total of $693,269.83, 2) transfers to the payroll account in the amount of $2,597,496.03, and 3) electronic payments to CalPERS for health benefits in the amount of $9,885.50.
BACKGROUND/DISCUSSION:
The attached Check Report was produced from the Town of Corte Madera’s financial system. It includes all checks issued from the Town’s Bank of Marin operating account during the period October 28, 2023 through January 26, 2023 on behalf of Central Marin Fire Authority. Also included are two checks dated October 26, 2023 which were not included on the last check report given to the Fire Council.
The Bank of Marin operating account is a pooled account for the day-to-day operations of both the Town of Corte Madera and the Central Marin Fire Authority. The finances of the two separate entities are segregated within the Town’s financial system. Checks issued on behalf of Central Marin Fire Authority include the Central Marin Fire Authority’s name and logo and have a separate numbering system from that of the Town. On occasion, a check will be written for services or goods incurred by both the Town and Central Marin Fire Authority on the Town’s check stock, resulting in checks with a different numbering system appearing on the check report. 2 In addition to the operating account, the Town maintains a payroll account at Bank of Marin. This account is for payroll transactions only. All payroll items are paid through the payroll account, including direct deposit payments to employees, state and federal tax payments, CalPERS payments for retirement and medical insurance and other payroll related items. Many of the payments are made electronically.
For the period October 28, 2023 through January 26, 2024, $2,597,496.03 was transferred from the operating account to the payroll account for payroll related expenditures.
Payments to CalPERS health benefits for items not paid through the payroll account in the amount of $9,885.50 were made via electronic debit.

CENTRAL MARIN FIRE COUNCIL
STAFF REPORT
1 VI.A.
REPORT DATE: January 31, 2024
MEETING DATE: February 08, 2024
TO: Central Marin Fire Authority Council
FROM: Ruben Martin, Acting Fire Chief
SUBJECT: Purchase of a New Pierce Fire Engine from Golden State Fire Apparatus
RECOMMENDED ACTION:
That the Central Marin Fire Authority Council adopt the proposed resolution authorizing the Executive Manager to purchase a new Pierce Fire Engine as outlined in the recommended fleet replacement schedule.
BACKGROUND:
In 2018, CMFA began to look at the age and condition of all of the vehicles in the fleet to determine when they needed to be replaced to be in compliance with nationally recognized standards. A component of our analysis also included which apparatus needed to be replaced first, which is based on the Recommended Fleet Replacement Schedule that is outlined in ATTACHMENT 1.
The National Fire Protection Association (NFPA) 1911, Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles recommends that emergency apparatus (fire engines) that are 15 years old that have been properly maintained and that are still in serviceable condition be placed in reserve status or be refurbished to NFPA Standard 1901, Standard for Automotive Fire Apparatus.
Refurbishment of an apparatus would require the vehicles to meet the standards of a new apparatus, which would require investing funds equivalent to a new apparatus. However, the refurbishment option does not change the age of the apparatus, instead it is a Band-Aid on the issue until funds are available to replace the apparatus, which does not meet the recommended replacement requirements of NFPA 1911 and NFPA 1912 Standard for Apparatus Refurbishing.
DISCUSSION:
CMFA currently maintains our fleet of fire apparatus (fire engines) at a 15-year front-line and 5 years in reserve (back-up) status for a total life span of 20-years. Based on the Recommended Fleet Replacement 2 Schedule, it was determined that we needed to purchase a new fire engine within the 2022-2023 fiscal year; however, because of the COVID-19 Pandemic several capitol purchases were delayed determining the effects the pandemic would have on our local economy and organizational budget. The fire engine that was determined to be replaced, per the Fleet Replacement Schedule is Engine 13, which is currently in service.
In November 2023, CMFA Staff began the process of meeting with representatives from Golden State Fire Apparatus - Pierce Manufacturing in order create a blueprint of specifications needed for the construction of a new fire engine, and to determine the overall cost (ATTACHMENT 2). Golden State Fire Apparatus has estimated a 36–40-month delivery timeline from the time of order placement.
Traditionally, fire agencies have had several options when considering the purchase of a new fire engine, which include super funding or purchasing the fire engine out right (aka cash option), Turn in Lease Program, or a Lease Purchase Plan. Purchasing a vehicle out right or paying cash for a vehicle requires an agency to have a fund dedicated to the replacement of a vehicle every 15-20 years, which can be cumbersome in times of economic uncertainty. A Turn in Lease Option is similar to leasing a vehicle, which contains a balloon payment at the end of the lease that will need to be paid in full or finance the remaining balance, or the agency may decide trade in the engine for a new fire engine. The Turn in Lease Option also contains a mileage and apparatus condition provisions (similar to a lease of a private vehicle).
The final and preferred option is a Lease Purchase Plan, which an agency can purchase the fire engine gradually over time. Terms for this plan can range from 2-15 years. CMFA Staff recommends that the new fire engine be purchased using the Lease Purchase Plan.
Financing options have been provided by Golden State Fire Apparatus/Peirce Manufacturing through Community Leasing Partners, Division of Community First National Bank, which is the preferred lender (ATTACHMENT 3).

WHEREAS, the NFPA Standard 1911(Standard for the Inspection, Maintenance, Testing and Retirement of In-Service Emergency Vehicles) recommends that emergency apparatus, or fire engines, that are 15 years old, have been properly maintained and are still in serviceable condition be placed in reserve (back-up) status or be refurbished to NFPA Standard 1901, (Standard for Automotive Fire Apparatus); and
WHEREAS, refurbishment of a fire engine requires the vehicle meet the standards of a new one, which requires investing funds equivalent to a new apparatus and the refurbishment option does not change the age of the fire engine; and WHEREAS, refurbishment is a temporary solution to the issue and does not meet the recommended replacement requirements of NFPA 1911 and NFPA 1912 (Standard for Apparatus Refurbishing); and
WHEREAS, CMFA currently maintains a fleet of fire apparatus at a 15-year front-line and 5 years in reserve status for a total life span of 20-years and based on the recommended fleet replacement schedule, Fire Engine 13 was determined to need replacement as of last fiscal year; and
WHEREAS, CMFA Fire Council discussed the various purchasing options presented at the February 8, 2024 regular meeting and has determined that in order to replace Fire Engine 13 in a fiscally responsible manner that also incorporates the needs by CMFA to best serve the community, the Lease Purchase Plan is the best purchase option.
NOW, THEREFORE BE IT RESOLVED, that the Fire Council for the Central Marin Fire Authority authorizes the Executive Manager to execute the Lease Purchase option for a new Pierce Fire Engine from Golden State Fire Apparatus for a total estimated cost of $984,109.

CENTRAL MARIN FIRE COUNCIL
STAFF REPORT
1 VI.B.
REPORT DATE: January 31, 2024
MEETING DATE: February 08, 2024
TO: Central Marin Fire Authority Council
FROM: Ruben Martin, Acting Fire Chief
SUBJECT: Purchase of a New Battalion Chief Command Vehicle from Watsonville Fleet Group
RECOMMENDED ACTION:
That the Central Marin Fire Authority Council adopt the proposed resolution authorizing the Executive Manager to purchase a new Battalion Chief Command Vehicle as outlined in the recommended fleet replacement schedule.
CMFA currently maintains our fleet of fire command vehicles (4x4 pick-up trucks) at a 7-year front-line and 8 years in reserve (back-up) status for a total life span of 15-years. Based on the Recommended Fleet Replacement Schedule, it was determined that we needed to purchase a new Battalion Chief command vehicle within the 2022-2023 fiscal year; however, because of the COVID-19 Pandemic several capitol purchases were delayed determining the effects the pandemic would have on our local economy and organizational budget. The command vehicle that was determined to be replaced, per the Fleet Replacement Schedule is Battalion 14s command vehicle, which is currently in service. The current command vehicle will be placed in reserve (back-up) status for the remainder of its serviceable life. Reserve vehicles are utilized for staff that is assigned as a single resource on any emergency incident.
In July 2023, CMFA Staff began the process of meeting with representatives from various vehicle dealerships that are on the Statewide Contract for Fleet Vehicles, and we were able to secure/place 2 an order on a new command vehicle from Watsonville Fleet Group. (ATTACHMENT 2). The funds to purchase the new Battalion Chief command vehicle have been allocated within the 2023/24 fiscal year. Staff recommends purchasing the vehicle utilizing the cash option versus leasing the vehicle.

This activity is not defined as a project under CEQA (Section 15378 CEQA Guidelines).

BACKGROUND/DISCUSSION:
On May 11, 2023, the Fire Council adopted the 2023-2024 budget for the Central Marin Fire Authority. Since then, new information has become available, requiring revision of the General Fund Adopted Budget.
INCREASE REVENUE IN THE AMOUNT OF $418,119
• Add State Revenue in the amount of $275,341.
The Adopted Budget did not include any State Revenue. However, CMFA employees have responded to out of county emergencies and the Fire Authority will be reimbursed a total of $275,341 for out of county response to date.
• Increase Ross Valley Paramedic Authority (RVPA) revenue in the amount of $142,778.. 2 The Adopted Budget included $191,704 in RVPA Engine Program Reimbursement revenue.
However, the Fire Authority will actually receive approximately $100,000 more for 2023- 2024 reimbursement. In addition, revenue for 2022-2023 in the amount of $42,778 was received after the books for that year were closed, and the revenue was recorded in the current year.
INCREASE EXPENDITUES IN THE AMOUNT OF $418,119
• Overtime pay by $418,119.
$275, 341 represents the overtime costs incurred that will be reimbursed by the State for out of county response. Additionally, employees have needed to work overtime due to vacant positions and employee absences.

Kaiser premiums have increased by nearly 12% as of January 2024. A 5% increase was included in the Adopted Budget.

The Adopted Budget included 4 retirees entitled to medical benefits. A fifth employee retired in May 2023 after the budget had been adopted.
• Increase Marin Emergency Radio Authority (MERA) by 7,299.
This increase is based on the Fire Authority’s actual payment to MERA for 2023-2024. The Fire Authority is not a member of MERA, but pays the shares of Town of Corte Madera and City of Larkspur costs associated with Fire Departments. • Increase Legal Counsel by $20,000.
This increase is mainly the result of increased costs due to personnel matters. • Increase Radio Maintenance and Repair by $20,000.
This increase is based on necessary repairs for Fire Authority radios. • Decrease Mobile Data Transport Maintenance by $10,000.
The Adopted Budget included $10,000 for MDT maintenance that has been determined not to be necessary in the current year.
