31 VI. BUSINESS ITEMS
32 33 A. Presentation Consideration and Possible Adoption of Resolution No. 2024/01 34 Authorizing the Executive Manager to Execute the Lease Purchase Option for 35 a New Pierce Fire Engine from Golden State Fire Apparatus for a Total 36 Estimated Cost of $984,109
37 38 Fire Chief Ruben introduced the item and presented the staff report. He stated that in 39 2018, CMFA began to look at the age and condition of all of the vehicles in the fleet 40 to determine when they needed to be replaced to be in compliance with nationally 41 recognized standards. A component of the analysis also included which apparatus 42 needed to be replaced first, which is based on the Recommended Fleet Replacement 43 Schedule.

February 8, 2024 Regular Meeting Minutes
4 1
2 With the assistance of Battalion Chief Ezra Coleman, CMFA has been working to 3 develop a plan that would replace the appropriate engines every 3 to 5 years and 4 would keep the funding mechanism for the purchases of the engines in a manageable 5 way for both member agencies. The initial plan was that every fiscal year staff would 6 try to replace each engine. However, in 2020, the industry shut down and this led to a 7 backlog in the replacement plan. Due to the shutdown, CMFA postponed some of the 8 orders as they did not know how the pandemic would impact the authority financially. 9 Now that the industry is back, manufacturers are reporting delays of 36-40 months in 10 getting an order completed. This issue is industry wide. Unfortunately, due to the 11 backlogs, that leads to the agency having to keep certain engines on the road while a 12 replacement comes in.
13 14 Council Member Way asked if we know whether there are other additional federal or 15 state regulations coming in. Chief Martin said a lot of the regulations come from the 16 Department of Transportation and the others are from the National Park Protection 17 Association.
18 19 Council Member Way asked if we required to do competitive bidding for these types 20 of purchases. He stated the CMFA uses a cooperative where there are already pre21 disposed bids that agencies can use. He added that there are several lists in existence 22 that have been sanctioned by the State of California. 23 24 Chief Martin concluded the presentation by noting the two options on this item: either 25 to execute the lease purchase option for a new Pierce Fire Engine or to execute the 26 complete purchase cash option. Staff is recommending the lease for this engine 27 because it makes the payments more manageable for the agency. 28 29 Council Member Candell asked if that next year the agency is not going to need a new 30 engine. Chief Martin said he thinks we will need an ambulance but does not anticipate 31 needing a fire engine.
32 33 Vice Chair Lee asked if ultimately inflation gets to a certain point, is there a major 34 rehab reconditioning that can be completed to reserve the valuable parts of the engine 35 to allow for longer longevity. Chief Martin said that is the other component of it. You 36 can break everything down and have to basically rebuild the new engine with the 37 existing chassis and that lands up being almost the same cost. 38 39 Council Members continued with questions regarding the schedule that is being used 40 to determine the proper timing for the replacement of vehicles and at what point fiscal 41 decisions would need to be made. City Manager Dan Schwarz jumped in and said 42 that the best way to explain this using the chart is to understand that the Chiefs are 43 trying to create a predictable contribution every year. The effort is to try to create a 44 capital fund, so, equipment fund. That has a predictable amount of money and the 45 challenge for the chief is the managers can hold him to it. Therefore, the Chief is 46 allowed to build an escalator because he will know that the managers are going to February 8, 2024 Regular Meeting Minutes
5 1 budget to that number. Then the management committee will have to figure out how 2 to schedule payments in a way that they feel comfortable with because they will use 3 the schedule that gets agreed to.
4 5 Vice Chair Lee opened up the discussion for public comment. 6 7 No public comment was received from attendees or via email regarding this item. 8 9 Vice Chair Lee closed public comment.
10 11 Following further deliberation, Vice Chair Lee called for a motion. 12 13 MOTION: It was M/S/C (Way/Candell) to adopt Resolution No. 2024/01, 14 ROLL CALL VOTE: 4-0 in favor of the motion.
15 16
17 B. Consideration and Possible Adoption of Resolution No. 2024/02 Authorizing the 18 Executive Manager to Execute the Complete Purchase of a New Battalion Chief 19 Command Vehicle from Watsonville Fleet Group for a Total Estimated Cost of 20 $67,908
21 22 Chief Ruben Martin introduced the item and presented the staff report. He stated that 23 CMFA currently maintains our fleet of fire command vehicles (4x4 pick-up trucks) at a 24 7-year front-line and 8 years in reserve (back-up) status for a total life span of 15-years. 25 Based on the Recommended Fleet Replacement Schedule, it was determined that we 26 needed to purchase a new Battalion Chief command vehicle within the 2022-2023 27 fiscal year; similar to the previous Business Item, because of the COVID-19 Pandemic 28 several capitol purchases were delayed. The command vehicle that was determined to 29 be replaced, per the Fleet Replacement Schedule is Battalion 14s command vehicle, 30 which is currently in service. The current command vehicle will be placed in reserve 31 (back-up) status for the remainder of its serviceable life. Reserve vehicles are utilized 32 for staff that is assigned as a single resource on any emergency incident. 33 34 Council Member Way asked if this item also required a wait of 40 months. Battalion 35 Chief Ezra Coleman said it could be about two years. 36 37 Vice Chair Lee opened up the item for public comment. 38 39 No public comments were received from attendees or via email on this item. 40 41 Vice Chair Lee closed the public comment and brought back the item for discussion 42 and a possible motion.
43 44 MOTION: It was M/S/C (Candell/Way) to adopt resolution No. 2024/02 45 ROLL CALL VOTE: 4-0 in favor of the motion.
46 February 8, 2024 Regular Meeting Minutes
6 1 C. Consideration and Possible Adoption of Resolution No. 2024/03 Approving 2 Revisions to the Fiscal Year 2023-2024 Budget
3 4 Daria Carillo, Director of Finance, Town of Corte Madera, introduced the item. Ms. 5 Carillo stated that the items included in the proposed budget revision relate to the 6 budget for the current year, and she confirmed that there will be no fiscal impact 7 on the ending balance of the General Fund as a result of the proposed budget 8 revision. The changes to revenue and expenditures are of equal amount. 9 10 Vice Chair Lee opened up the item for public comment. 11 12 No public comments were received from attendees or via email on this item. 13 14 Vice Chair Lee closed the public comment and brought back the item for 15 discussion and a possible motion.
16 17 MOTION: It was M/S/C (Way/Candell) to adopt Resolution No. 2024/03 18 ROLL CALL VOTE: 4-0 in favor of the motion.
19 20 D. Appointment of the Central Marin Fire Council Officers 21 22 Fire Chief Ruben Martin provided background information on the appointment of 23 the Fire Council Chair and Vice-Chair.

CENTRAL MARIN FIRE COUNCIL

STAFF REPORT
REPORT DATE: April 27, 2024
MEETING DATE: May 9, 2024
TO: Central Marin Fire Authority Council
FROM: Daria Carrillo, Finance Director
SUBJECT: April 2024 General Fund Revenue and Expenditure Report        
RECOMMENDED ACTION:

That the Fire Council accept the Revenue and Expenditure Report for the period ending April 30, 2024.

BACKGROUND/DISCUSSION:

The attached revenue and expenditure report is as of April, and reflects financial activity transacted during 83% of the budget year. The report was prepared on April 27, 2024, but no additional transactions are expected for the remainder of the month of April. This report includes the General Fund and the Measure C Fire Tax Fund.

This reports shows revenue and expenditures by major category. Total activity for the previous year and the activity through April 2024 as well as the budget and activity through April 2024. The numbers for the previous year are the audited actuals for 2022-2023.

GENERAL FUND
Revenue:

The General Fund receives nearly all of its revenue from contributions from the two member agencies, the City of Larkspur and the Town of Corte Madera. Each member agency pays 50% of the member contributions and makes payments on a quarterly basis. Payments are made in advance of each quarter. As expected, revenue from member contributions is at 100%.

Total revenue is $322,203, or 2.8% more than last year at this time. Total revenue is at 98% of 2 budgeted, the same percentage as last year. Please note the following:
• State revenue is $264,534, or 50%, less than last year at this time. The State reimburses the Fire Authority for out of county response. The Fire Authority responded to fewer out of county incidents in the current year than in the previous year. • Permits and Fee revenue is $28,470, or 35%, greater than last year at this time. Permit revenue is collected as permits are issued.
• Member contributions are $434,988, or 4%, greater than the amount received last year at the same time due to the increase in the required member contributions as compared to the previous year
• Other revenue is $127,333 more than last year at this time, due mainly to a timing difference in revenue received from Ross Valley Paramedic Authority (RVPA) for engine reimbursement.

Expenditures:

Total expenditures are $35,058, or less than on one half of one percent, less than last year at this time, and are at 72% of the budgeted amount compared to 76% last year at the same time. Please notice the following:

Salaries are $261,813 or 4.3%, less than last year at this time Included in this total is overtime pay, which is $175,945 less than last year at this time, but is $36,957 over the budgeted amount for the year. Salaries overall are at 81%, the approximate amount expected at this time during the year, Retirement expenditures are $10,218, or 14%, less than the amount at the same time last year. The decrease is partially due to no unfunded liability payment to CalPERS being required in the current year. In the previous year, a payment of $64,291 for Two Years Additional Service Credit granted to a former employee was made. Not including the unfunded liability payment, retirement costs have increased by $54,073 due to increases in salaries and the increase in the CalPERS rate for current employees.

Other benefits have increased by $58,823, or 6.6%, compared to last year, largely as a result of increased medical insurance costs.

Training has increased by $21,350. The budget was increased due to anticipated training needs.

Training is at 83% of the budgeted amount, the approximate amount expected at this time of the year.

Retiree Benefits are $45,324, or 86%, more than last year at this time. There are currently 5 retirees eligible for retiree benefits in the current year. Last year, there were 2 retirees eligible for benefits for the entire year and 2 additional retirees eligible for benefits for part of the year.

Outside Services are $52,366, or 9.2%, more than last year at this time. Approximately $46,700 of the increase is due to an increase in legal services, mainly due to personnel matters.

Building Maintenance has increased by $20,129 and is $2,545 over the budgeted amount. The Fire Authority is now responsible for maintaining the fire stations. Previously the member agencies had been responsible for the maintenance.

Vehicle maintenance has decreased by $29,523. Last year’s vehicle maintenance needs were greater than in previous years.
3 Supplies have increased by $84,676, or 32% due to purchases of hydrants, hoses and protective uniforms and equipment. The Adopted Budget was increased in anticipation of these purchases. The supplies budget is at 71% of budget.

Other Expenditures have decreased by $13,626,. This represents payment to Kentfield Fire District for shared services.

Overall, expenditures are as expected.

MEASURE C FIRE TAX
Revenue:

The Measure C Fire Tax Fund was established to record revenue and expenditures associated with the Marin Wildfire Prevention Authority parcel tax approved by the voters in 2020.

Nearly all of this fund’s revenue is Measure C tax revenue, which is collected through property tax payments. Measure C tax revenue received is $16,142 greater than the amount received last year at this time.

Expenditures:

Total expenditures to date are $2,215 less than last year at this time and are at 73% of the annual budget. The ending balance in this fund as of June 30, 2023 was $191,482. Some of this balance has been spent this year on fire mitigation projects.

FISCAL IMPACT:

There is no fiscal impact associated with this report.

CENTRAL MARIN FIRE COUNCIL

STAFF REPORT
REPORT DATE: April 27, 2024
MEETING DATE: May 9, 2024
TO: Central Marin Fire Authority Council
FROM: Daria Carrillo, Finance Director
SUBJECT: Accounts Payable Checks, January 27, 2024 to April 27 2024, transfers to Payroll Account, January 27 through April 27, 2024, and electronic payments to CalPERS        
RECOMMENDED ACTION:

Acknowledge and file: 1) checks numbers 23169 to 23300 for a total of $440,818.72, 2) transfers to the payroll account in the amount of $2,174,452.72, and 3) electronic payments to CalPERS for health benefits in the amount of $4,453.92.

BACKGROUND/DISCUSSION:

The attached Check Report was produced from the Town of Corte Madera’s financial system. It includes all checks issued from the Town’s Bank of Marin operating account during the period January 27, 2024 through April 27, 2024 on behalf of Central Marin Fire Authority.

The Bank of Marin operating account is a pooled account for the day-to-day operations of both the Town of Corte Madera and the Central Marin Fire Authority. The finances of the two separate entities are segregated within the Town’s financial system. Checks issued on behalf of Central Marin Fire Authority include the Central Marin Fire Authority’s name and logo and have a separate numbering system from that of the Town. On occasion, a check will be written for services or goods incurred by both the Town and Central Marin Fire Authority on the Town’s check stock, resulting in checks with a different numbering system appearing on the check report.

In addition to the operating account, the Town maintains a payroll account at Bank of Marin. This account is for payroll transactions only. All payroll items are paid through the payroll account, 2 including direct deposit payments to employees, state and federal tax payments, CalPERS payments for retirement and medical insurance and other payroll related items. Many of the payments are made electronically.

For the period January 27, 2024 through April 27, 2024, $2,174,452.72 was transferred from the operating account to the payroll account for payroll related expenditures.

Payments to CalPERS health benefits for items not paid through the payroll account in the amount of $4,453.92 were made via electronic debit.

CENTRAL MARIN FIRE COUNCIL

STAFF REPORT
REPORT DATE: April 25, 2024
MEETING DATE: May 9, 2024
TO: Central Marin Fire Authority Council
FROM: Daria Carrillo, Finance Director
SUBJECT: 2024-2025 Proposed Budget
       
RECOMMENDED ACTION:

Staff recommends that the Central Marin Fire Authority Council adopt the proposed Resolution to approve the fiscal year 2024-2025 budget.

BACKGROUND:

Central Marin Fire Authority’s fiscal year begins on July 1 and ends on the following June 30. Staff has prepared a proposed budget to recommend expenditures and member contributions for the General Fund. Staff has also prepared proposed budgets for the Measure C Wildfire JPA Tax Fund, the Equipment Fund and the Insurance Fund.

The General Fund contains the operating budget and is where the day-to-day transactions related to the operations and administration of the Fire Authority are recorded.

The Measure C Wildfire JPA Tax Fund is a fund that was established during the 2020-2021 fiscal year to record the revenues and expenditures related to the Measure C Wildfire JPA Tax. A separate fund was established in order to track expenditures related to this tax. A Hazard Mitigation Specialist and outside services related to vegetation management are paid from this fund.

The Equipment Fund contains information related to the purchase and replacement of equipment such as fire vehicles. The revenue in this fund is received primarily from the General Fund as the 2 Equipment Fund does not generate revenue.

The Insurance Fund includes revenues and expenditures mainly related to payments to its workers’ compensation and liability self-insurance programs. The source of revenue is primarily a transfer from the General Fund.
2024-2025 Proposed Budget
General Fund
Total budgeted proposed expenditures for 2024-2025 have increased by $655,217 or 5.4%, compared with budgeted expenditures for 2023-2024. Included in the current fiscal year budget is $275,341 in overtime costs which were or will be reimbursed by the State. Not including the expenditures for the reimbursed overtime, the expenditures in the Proposed Budget have increased by $930,558 or 7.9% compared to expenditures in the current year.

Total budgeted revenue has also increased by $655,217. Excluding the $275,341 payment for overtime reimbursed by the State in the 2023-2024 budget, revenue has increased $930,558, or 7.9%.

Budgeted member contributions have increased by $485,561 per member, an increase of 8.6%.

Revenue
The Fire Authority’s primary source of revenue is from contributions from the JPA members: the City of Larkspur and Town of Corte Madera. Each member agency is responsible for paying 50% of the cost of the Fire Authority. As noted above, member contributions have increased 8.6% compared to the previous year’s budgeted amount. Member contributions account for approximately 96% of the total budgeted revenue. Permits, interest income, and reimbursements from Ross Valley Paramedic Authority each comprise smaller amounts of budgeted revenue.

Expenditures
Total expenditures have increased by $655,217, or 5.4%, when compared to the current year budget. • Labor Costs have increased by $234,101, or 2.5%, compared to the budgeted expenditures for the current fiscal year. The 2023-2024 budget includes $275,341 in overtime reimbursed by the State for out-of-county response. Overtime reimbursed by the State is not included in the 2024-2025 proposed budget. Not including the overtime reimbursed by the State, labor costs have increased by 3.9%. The following factors affect labor costs:
o Salaries have increased by $110,761, compared to the current year budget. Regular salaries and associated pay such as holiday pay, paramedic incentive and leave buyout, but not including additional overtime, has increased by $228,879, or 4%. Collective bargaining for all employees except for the Battalion Chiefs are in progress. The current contracts for employees except for Battalion Chiefs end as of the 2023-2024 fiscal year. A 3.5% pay increase, plus previously approved step increases, is included for all employees except for Battalion Chiefs. This increase has not yet been agreed to or approved but is included as an estimate. Each 1% pay increase for the employee groups currently involved in collective bargaining will result in approximately $65,000 in additional expenditures. $100,000 has been added to a separate category, Contingency, to allow for additional salary and/or benefit expenses, if necessary. The 3 Battalion Chiefs contract is in effect until the end of the 2024-2025 fiscal year and the 2% pay increase included in that contract is included in the proposed budget. Not included in the proposed budget is the Hazard Mitigation Specialist who is paid by the Measure C parcel tax and is included in a separate fund. o Step increases previously agreed to are included in the budget. o Turnover of staff has led to more employees at the entry-level than budgeted in the current fiscal year. For this reason, the increase in salaries including step increases and a potential 3.5% increase to the salary schedule is 4% as noted above. o Overtime has decreased by $118,119 or 8.3%, due to the removal of the overtime pay reimbursed by the State included in the current year budget. Step increases and assumed adjustments to the salary schedule as noted above are included. o The increase to the CalPERS normal cost rate is estimated to be $28,513, or 2.9%.

This is the cost of the annual service accrual for current employees. The increase is mostly a result of salary increases included in the proposed budget. o The Fire Authority will be required to make a payment to CalPERS of $32,870 for its unfunded pension liability. Strong investment returns in the 2020-2021 fiscal year resulted in an unfunded liability payment in the current fiscal year being unnecessary.

However, investment returns in the 2021-2022 fiscal year were less than the discount rate resulting in a total unfunded liability of $940,501, the vast majority of which is for the classic safety plan. The unfunded liability payments are amortized over 20 years.
o Health benefits have increased by $53,547, or 6%. This is an estimate as actual 2025 rates are not available at this time.
o Payroll Taxes and Other Benefits have increased by $8,500, or 3.4%. This includes payroll taxes, the Authority’s contribution to Retiree Health Savings Accounts, employee gym memberships and Employee Assistance Program. • Outside Services have increased by $36,406 or 3.6%, as compared to the previous fiscal year’s budget. Some of the items included in this category are the following:
o Legal costs have been decreased by $7,000 compared to the current year budget. The current year legal costs are expected to exceed the budget and have been unusually high compared with previous years, primarily due to personnel matters. o Management information systems have increased by $40,000 due to the necessary implementation of a new Records Management System.
o Dispatch Services have decreased by $27,097 based on the most recent information received. Please note that current year costs are expected to be nearly $274,000 less than budgeted. The current year budget included costs associated with a new dispatch center which will not be paid in the current year.
o Hiring and recruitment expenses have increased by $21,000 in connection with the paramedic training payments approved by the Fire Council at a previous meeting. o The Neighborhood Response Group payment has been increased by $17,200 as a result of an hourly rate increase to the Neighborhood Response Group Coordinator’s pay from $45 to $50. The increase will bring the pay in line with the amount other agencies are paying for this position.
o Payments for Human Resources services have decreased by $25,000 due to an expected retirement in December 2024. This $25,000 has been added to the Contingency line item to allow for payment for Human Resources for the remainder of the 2024-2025 fiscal year once a new contract is entered into. 4 o Other contract services have been reduced by $10,000. This reduction is offset by an increase in Transfers to Other funds for fire vehicles. o An increase of $5,506 for Marin Emergency Radio Authority (MERA) is included.

This is an estimate based on increases in previous year. • Retiree Benefits have increased by $8,850. There are currently 5 retirees for whom the Fire Authority is paying medical benefits.
• Training is reduced by $20,000 based on anticipated needs. The savings are offset by an increase in Transfers to Other Funds for fire vehicles. • Equipment Maintenance is increased by $10,000 for Mobile Data Transport system. No costs were budgeted in the current year.
• Building Maintenance is increased by $75,000. The Fire Authority is now responsible for maintenance of its 4 fire stations. Previously the member agencies were responsible for maintenance.
• Utilities have been increased by $11,320, or 12%. Utility costs are expected to exceed the budget in the current year.
• Supplies have decreased by $30,000, or 6.1%. The savings are offset by an increase in Transfers to Other Funds for fire vehicles.
• Transfers to Other Funds have increased by $209,810, or 23%. The increase is due an additional fire engine lease payment of $130,256 in addition to the $153,314 fire engine lease payment in the current budget, and to an increase of $85,000 for fire vehicles. The transfer to the Insurance fund has decreased by $5,446, mainly due to a change in the way that insurance premiums are calculated by the Fire Authority’s risk manager. • A Contingency Line item of $125,000 has been added as discussed above under Salaries and Outside Services.

Measure C Wildfire JPA Tax Fund
This fund is financed by the Measure C Wildfire tax. Each member agency will receive 40% of the revenue that the communities generate through Measure C. The Town of Corte Madera will contribute an estimated additional amount of $97,747 so that each agency contributes an equal amount to this fund. The 2024-2025 budget includes a 3% increase in parcel tax revenue. The salary and benefits for a Hazard Mitigation Specialist, as well as outside contracts for vegetation management are included in this fund. A 3.5% pay increase is included in salaries, although no salary increase has been approved.

Insurance Fund
The Insurance Fund is financed by the General Fund and has no other source of revenue. A transfer of $680,773 is included to pay claims and premiums and maintain sufficient reserves. As noted above, this is primarily due to an expected decrease in liability insurance premiums. A slight decrease in 5 workers’ compensation insurance premiums is also expected, based on the most recent information from Bay Cities Joint Insurance Authority (BCJPIA). The current claims actuarial report is not available. Payments for claims are estimated based on the current year payments.

Equipment Fund
Expenditures include a lease payment for two fire engines, and $165,000 for additional fire vehicles.

This fund is funded by the General Fund transfer. The proposed amount for 2023-2024 is $488,570.

FISCAL IMPACT:

The JPA agreement states that the Town of Corte Madera and City of Larkspur will share Central Marin Fire Authority expenditures equally. As mentioned above, each agency’s contribution to the General Fund will increase by $485,613.

The current year budget anticipates a small operating deficit of $16,760. Overtime costs, legal expenditures and utilities are expected to exceed budgeted amounts. Estimated savings associated with dispatch costs explained above are expected to offset most of the overages. This is an estimate.

The actual revenue and expenditures for the year ending June 30, 2024, will not be known until after the books are closed.

ENVIRONMENTAL IMPACT:

This activity is not defined as a project under CEQA (Section 15378 CEQA Guidelines).
