Bikeway and Walkability Committee
Q3
Indicate why you wish to serve on this Committee/Commission. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached.

I have served on the committee since its inception and was its first chairperson when the BWC developed much of the Active Transportation Plan. I have also been Vice-Chair.

I remain a very active committee member and currently
chair two subcommittees. I have always been a very proactive committee member and feel I have made many positive contributions to the committee.

I am a long time Costa Mesa resident and continue to ride my bike extensively in the City which provides me a first hand view on the status of the City's bike route network. I along with other residents want more and improved walking and biking routes in the City. Our responsibility as committee members is to help Costa Mesa in this effort.

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? Over the past year or so one of my priorities has been to focus on the ATP. That is our roadmap for expanding and improving the bicycle network. I very much want to continue with this effort. The Pedestrian Master Plan (PMP) will soon be issued and the BWC has had several meetings with the KOA consultant and I along with other members have recommended project improvements to be included in the final Plan. I would also like to remain a committee member to help with the implementation of the PMP. Much work remains to improve Costa Mesa's Active Transportation infrastructure and I feel with my experience on the BWC and active interest in biking and walking I can remain a valuable member of the BWC. Thank you #26#26

Active Transportation has been around longer than motor vehicles, and almost all of us use some form of it every day. It is so common that we often forget we use it. We have spent so many years planning around automobiles that we overlook the need to encourage, protect, and nurture walking and cycling.

I joined this committee at its inception and have been its chair since 2018. As part of that “first class,” I participated in creating the Active Transportation Plan (“ATP”) adopted by the City Council in 2018. I am a firm believer in the tenet that Active Transportation builds a better city by encouraging a healthy environment, healthy people, healthy economy, and encourages equity by providing mobility for everyone.

As a cyclist and pedestrian, I am well aware of the many challenges and impediments that other cyclists and pedestrians encounter.

Through my experience on this committee, I have acquired knowledge not only about street designs, so I look for critical elements of safety, but also an understanding of design interventions that encourage more residents to use their feet and bikes, such as building orientation and access, street furniture, and parkway tree selection. We need to make certain that the infrastructure the City builds gets used by those it was intended to serve.

During COVID the country saw cycling take off as a popular way to exercise. Costa Mesa can capitalize on this boom by building out the projects in the ATP. At the rate projects are currently being built, it will take 21 years to complete the current project list. The committee plays an important part in the review of these projects because we see the world from a vastly distinct perspective than motorists. The City needs to develop a seven-year plan to build out the ATP and the committee is an important element of prioritizing those projects. I continue to be enthusiastic and committed to seeing the fulfillment of the goals of the ATP and the construction of its projects.

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? Besides the buildout of the projects in the ATP, the committee is collaborating with staff and a consultant on the Pedestrian Master Plan (“PMP”). After the PMP is adopted by the City Council, the list of projects in the PMP will require prioritization so construction can commence. A construction timeline needs to be developed as well.

Our city ordinances need to be revised to accommodate micromobility share, achieve goals in the ATP, such as “Silver Level Bike Friendly Community,” and eliminate ordinances that encourage inequity.

Since attending the first CicLAvia in 2010, I have wanted to bring open streets events to Costa Mesa. These events encourage active transportation and benefit the local businesses along and near the routes.

The Safe Routes to Schools have not been revised for more than 10 years and are limited to elementary schools. Given the growth of our City during those years, and the increased use of e-bikes, it is critical that we review the routes and expand the routes to include not only all levels of education, but also parks and popular destinations.

I appreciate your consideration and your continued support of this committee.

I have watched Costa Mesa grow over the years, having grown up in Corona del Mar, attending UCI, and finally buying a home here. I raised a family here, have been active in school and civic affairs, cycled and walked neighborhoods, and attended many council and commission meetings. The city has evolved from open fields and quaint bungalows to a vibrant metropolis that is exciting, but it is also faced with the issues of older growing cities. One such issue is how to retrofit Costa Mesa to accommodate active transportation.

The reason why I want to continue serving on the Bikeway and Walkability Committee is to implement the Active Transportation Plan, as supplemented by the upcoming Pedestrian Master Plan. For more than six years the Committee has worked to create and carry out a comprehensive plan that will benefit the community for years to come, but much more work remains to fulfill the goals and policies contained in that plan.

My professional experience includes a career as a general contractor, real estate broker, and teacher, and along with my interest in civic activism, I have acquired an in-depth knowledge of all areas of Costa Mesa. I have extensive knowledge of the physical layout of the city and the issues that it faces in connection with the incorporation of new bikeways and multiuser trails. I am also on the board of directors of two local nonprofit organizations. #38#38

C ity of Costa Mesa Application for Committee/Commission Appointment 2 / 3
Q4
As a Committee/Commission member, what ideas or projects are of interest to you? One of the policies in the Active Transportation Plan is mode shift away from motor vehicle use. As a member of this committee, I want to help the City meet this challenge by reviewing projects with the eyes of a pedestrian or cyclist.

As a result of the pandemic, we have seen an increase in the popularity of cycling and walking in our neighborhoods, especially electric bikes and scooters. We need to take advantage of this mode shift and encourage residents to use cycling and walking as primary modes of transportation. The build out of the projects in the Active Transportation Plan would accomplish that, but we need to increase the rate at which we are constructing them.

E-bikes and e-scooters must be considered in future street designs. In addition, our ordinances were written long before the advent of this new technology, and do not provide for regulation of their use as shared mobility. Companies are interested in bringing bike and scooter shares to Costa Mesa and we need to be ready and cooperative in this effort towards mode shift.

The City’s Suggested Routes to Schools has not been updated in more than 10 years. Those routes are only for elementary schools.

Update of the routes should include routes for all levels of education, and should consider the use of e-bikes and e-scooters, along with the fact that some students are travelling longer distances to get to our magnet, junior high and high schools. I suggest the addition of routes to parks, libraries and other student destinations.

Thank you for your support of this committee. I appreciate your consideration for reappointment.

Q3
Indicate why you wish to serve on this Committee/Commission. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached.

Katrina Foley appointed me to the "original" Bikeway and Walkability Committee in 2015. I have been an active member of this committee ever since.

The team has worked hard to develop, write and edit the City's Active Transportation Plan. Currently, we are working on the Pedestrian Master Plan {PMP).

I have lived and walked in all parts of Costa Mesa, from my home to Fairview Park, to Back Bay, to South Coast Plaza and to the Home Ranch for the past 55 years.

As a past member of the Bikeway and Walkability Committee, I worked with the Walk Audit Subcommittee and participated in multiple walk audits. As a member of the Presentation subcommittee, I developed several presentations for City Council and for public meetings of the entire Bikeway and Walkability Committee. I am also on the Active Transportation (ATP) subcommittee and have worked side by side with Cynthia McDonald, Ralph Tabaoda and David Martinez to prioritize the City’s ATP projects.

In the past year, I have participated in multiple meetings and walk audits with Kimley-Horn to provide input for the PMP. The same with Berkeley SafeTREC’s Complete Streets Safety Assessment and with the group that is developing the Local Roads Safety Plan.

I am a founding member of the Costa Mesa Alliance for Better Streets and serve on its leadership committee. CMABS is a strong force in advocating for and advising on projects related to safe (Complete) streets for people.

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? I wish to continue the work of creating the PMP and advocating for neighborhoods where people can bike or walk to where they work, shop, meet friends or simply enjoy the fresh air and our wonderful California fun in the sun. #3#3

I want to serve on the Bikeway and Walkability Committee because I am passionate about active transportation and road safety for pedestrians, cyclists, people with disabilities, and others who are the most vulnerable road users. Because I am a person with a disability and cannot drive, I am especially interested in Costa Mesa’s development of a more friendly pedestrian network. Also, I have a professional background in transportation engineering from my work at the LA Dept. of Transportation and want to bring that to the City of Costa Mesa. Also, if there are many qualified candidates for this committee, I would be more than happy to be considered to serve as an alternate member again.

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? The particular initiatives that interest me are open streets programs and bringing an open streets event to the City of Costa Mesa.

Also, I am interested in Safe Routes to School programs and transportation engineering that keeps the needs of pedestrians and cyclists at the forefront.

I wish to continue serving on the Bikeway and Walkability Committee in order to support and advocate for projects myself and fellow committee members have been working on that improve and bring about awareness to the city's biking and walking infrastructure needs. This includes an open streets event and bike lane/path connectivity.

I grew up in Costa Mesa, attended Estancia High School (Go Eagles) and in 2020 purchased my first home on the West side. More bike lanes/paths, safer crosswalks, and green paint have been put down since I started traversing the city on bike and foot — but we have much more to do, particularly on busy corridors residents and visitors utilize to commute to work and school.

My day job is in the engineering industry, with a focus on transportation infrastructure. I have a thorough understanding of the project life cycle, from planning through construction. This understanding also includes how projects are funded, funding sources, and the grant application process. My exposure to projects stretches across the US and I have seen what comparable cities have accomplished in improving their bike and walk infrastructure. Being able to apply this understanding to projects and planning is an asset to the committee, as well as providing fresh ideas from near and far. #27#27

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? My biggest focus is on overall connectivity within the city and to our adjoining neighbor cities and already developed bike/walk infrastructure (ie Santa Ana River Trail). I would like to be a part of the committee that brings safer and consistent connections to schools and the economic drivers of our city.

I would like to be involved voice in improving 19th Street and see it move from the current improvement plans to something much more grand in the scheme of bike facilities, safe crosswalks, and traffic calming to reduce accidents.

I want to continue focusing on committee events that promote safe walking and biking, including growing bike and walk to school day, open streets events, and partial streets closures to major city events.

I’ve been paying attention to the ideas and thoughts our Council Rep Arlis Reynolds has been conveying to our community regarding Bikeways and Walkability . I am very concerned that Arlis is pushing her interests and not what is best for our community. I want to ensure that we have proper representation for the members of the community on this committee and it’s not just driven by enthusiasts.

I am a father and husband. My wife and I both work and our children are school aged. I want to be a voice for families like my own that rely on our Automobiles for transportation as the only feasible mean.

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? I am very interested in ensuring that any improvements to Bikeways and Walkability do not come at the expense of the majority, people that rely on Automobiles and Buses.

My motivation in submitting this application is threefold: 1) I want to improve the safety of our streets; 2) I want to increase the access to and economic vitality of our commercial districts; and 3) I am willing to bring a higher level of participation and dedication than some current committee members are able to provide.

I am motivated to improve the safety of our streets to reduce the number of vehicle/pedestrian and vehicle/bicycle crashes such as the one that irreparably damaged my wife. This is a deeply personal motivation that sustains my energy for working towards changes that have a long time horizon and that require consultation and cooperation with multiple stakeholders.

There are numerous examples of cities that have demonstrated how pedestrian and bicycle policies and infrastructure improved their economic vitality. I want to work towards similar outcomes for Costa Mesa. I know from numerous discussions with residents of Costa Mesa that areas such as East 17th Street see fewer retail and restaurant patrons due to vehicular congestion. Partnering with the business community the City can implement policies that can increase patronage in these areas.

Having attended virtual meetings of this committee and witnessing the uneven productivity and focus of the current members, I can increase the productivity of the committee with commensurate attention and dedication to initiatives. Recently retired from 30+ years of consulting, I have the time, energy and consensus-building experience required to move the Bikeway and Walkability Committee initiatives forward.

C ity of Costa Mesa Application for Committee/Commission Appointment 2 / 3
Q4
As a Committee/Commission member, what ideas or projects are of interest to you? I would like to see improvement the continuity of bicycle and pedestrian pathways that reduces the potential adverse interactions with vehicles, and road designs that reduce vehicular speeds such as round-abouts, reduced lane widths, and now with the recent passage of AB-43, we have yet another tool to reduce vehicular speeds in our City. I would like the Committee to consider mixed use pathways that allow pedestrians and bicyclists to use the same facilities as this should improve the continuity of these facilities. Many aspects of these projects and ideas may be beyond the preview of the Bikeway and Walkability Committee, but to the extent that the Committee can support these efforts, we should support such initiatives.

I would like to work towards traffic control infrastructure that is designed to move people with the greatest efficiency, not just cars.

Most of the current traffic control systems are designed to accommodate cars, largely ignoring pedestrians and bicyclist. A notable exception is the recent implementation of advance walk signals allowing vehicle drivers a greater opportunity to see pedestrians an bicyclists before the vehicle is given a green light to proceed. With signals that accommodate active transportation, we will see fewer jaywalkers and bicyclists running through intersections against signals.

I would also like to see a concerted outreach effort to the business community to show how bicycle and pedestrian considerations can improve their economic vitality. Numerous studies have been published that document the economic benefits of accommodating bicycles and pedestrians. When this information is shared during in-person discussions and brain-storming sessions, business owners may become allies in the effort to improve active transportation infrastructure and policies. Imagine the outcome, for instance, if the City is able to approve conditional permits that allow bike parking in lieu of some number of car parking spaces, and the business owners promoted shopping by bicycle (perhaps a bike valet to reduce the need for locking your bicycle) or foot (scheduled delivery of purchases). We could reduce the number of vehicle trips through the City making the streets safer, promote healthy active transportation, and increase economic vitality of our business districts.

Q1
Full Name:

Altaf Wahid
Q2
Indicate the name of the Committee/Commission you are
interested in serving on:

Finance and Pension Advisory Committee,
Bikeway and Walkability Committee,
Fairview Park Steering Committee
Q3
Indicate why you wish to serve on this Committee/Commission. Provide any experience or qualifications you may possess that you think would be beneficial to this Committee/Commission. A resume (optional) may be attached.

I currently work in corporate financial planning and analysis for a local software company and have extensive experience in budgeting and forecasting that I think would be relevant to the Finance & Pension Advisory and Bikeway & Walkability committees. I also live near Fairview park and regularly walk along the trails near Fairview and Talbert parks so I have a keen interest in their upkeep. I previously volunteered on a committee in Buena Park for 6 years that helped advise on the disbursement of annual CDBG funds. I loved meeting with local organizations and building relationships with community members.

Q4
As a Committee/Commission member, what ideas or projects are of interest to you? Fiscally, it's important to me that we plan and invest wisely for the future while ensuring that our initiatives are appropriately funded. I would also like to help protect the large open spaces that are unique to Costa Mesa. There is very little undeveloped land or large, open community spaces left in Orange County so I think it's vital that we preserve and invest in what remains.
