This addendum, effective on this date, addresses the following items:
The following SHALL be replaced in its complete entirety:
The complete 242-page document entitled: “NOTICE TO BIDDERS, PROPOSAL, CONTRACT, AND SPECIAL PROVISIONS FOR PLACENTIA AVENUE, WEST 19TH STREET, AND EAST 17TH STREET PAVEMENT REHABILITATION, BICYCLE FACILITY, AND STRIPING IMPROVEMENTS PROJECT, CITY PROJECT NO. 22-08.” Otherwise known as the “Bid Contract Documents and Specifications.” The following are Question and Answer (Q&A) responses to bidder questions:
1. Question: The specs include 21 pages of striping plans. Are there any plans that show the asphalt and slurry work?
Answer: No, the asphalt and slurry work will be restoring in kind. The street grades will not be changed.
2. Question: Bid item 19 covers “Digouts – Remove & Reconstruct Asphalt Concrete (AC) 6-inch Minimum Depth over 6-inch Crushed Miscellaneous Base (CMB), including Excavation (from Sundance Dr. to Placentia Ave.)” with a quantity/unit of 1,000 tons.
a. How will this item be measured: by the weight of the asphalt or both the asphalt and the CMB? b. Does this item include 1000 tons of AC and 1000 tons of CMB, OR does this item include 500 tons of AC and 500 tons of CMB?
Bid Addendum No. 2
Project and Specifications / Bid Contract Documents No. 22-08
Answer: This bid schedule proposal has been revised. The AC and CMB are now separate bid items.
Please see new bid item nos. 21A and 21B in the addendum.
3. Question: Item #16 covers 95 tons of asphalt for “Remove Existing Decorative (Stamped Concrete) Crosswalk At Placentia Ave. & W. 20th St. Protect-in- Place Existing In-Pavement Lights. Replace With 2-inch Asphalt Concrete (AC) Surface Course Pavement Mill & Overlay.” The existing stamped concrete (PCC) crosswalk is probably 8 inches thick.
a. Does the City want all of the concrete removed or just cold milled down 2 inches? b. 95 tons of AC at 2 inches thick is about 7,916 SF. It appears there is only one leg of a crosswalk at this location that measures 650 SF. Where is the rest of the asphalt work? c. Does this item include cold milling? If so, is it on either side of the crosswalk? Answer: This bid schedule proposal has been revised. The AC and cold milling are now separate bid items. Please see new bid item nos. 16A and 16B in the addendum. For Point “a.” above, just cold mill 2-inches. For “b.” above, just 2-inch AC mill & overlay. For “c.” above, includes cold milling.
4. Question: Item #17 covers 10 tons of asphalt for “Remove Existing Brick Paver Crosswalks at Placentia Ave. & W. 19th St. (all Four Legs of The Intersection). Replace With 4-inch Asphalt Concrete (AC) Surface Course Pavement Mill & Overlay.” The existing widths of the streets average 75 feet (each leg of the crosswalk) and are about 10 feet wide so the total area of the crosswalk work is about 3,000 SF. At four inches thick, the total asphalt is about 72 tons.
a. Can the City please confirm the bid quantity?
b. Do the existing concrete bands remain in place?
c. Does this item include cold milling?
Answer: This bid schedule proposal has been revised. Please see new bid item nos. 17A and 17B in the addendum. For Point “a.” above, see bid item no. 17A. For “b.” above, remove outer concrete band. For “c.” above, cold milling is now a separate bid item, no. 17B.
5. Question: Item #22 covers 110 tons of asphalt for “Intersection of Sundance Dr. & W. 19th St.: 2-inch Asphalt Concrete (AC) Surface Course Pavement Mill & Overlay.” The other bid schedules (A1 and C) include a separate cold mill item when there is an overlay item. Does item #22 include both the cold mill and overlay?
Answer: This bid schedule proposal has been revised. Please see new bid item nos. 24A and 24B in the addendum. The AC and cold milling are now separate bid items. Please see new bid item nos. 24A and 24B in the addendum.
6. Question: Schedules A2 and B include slurry, which requires the existing striping to be removed. Does the City want the striping removals paid in the striping items? Answer: Yes, removal of existing striping to be included in bid item nos. 13 and 22.
7. Question: Items 16-17, these bid items include removals of existing Decorative/Brick paver crosswalks, then also additional 2”-4” Cold mill and overlay, which will all be paid per TON? Answer: See revised bid item nos. 16A, 16B, 17A, and 17B.
8. Question: Item 19 – Digout calls out for a unit of 1000 tons, is this 1000 tons for 6” AC and 1000 tons for 6” CMB or a total of 1000 tons for both 6” AC over 6” CMB which both tonnage of new AC and CMB to be paid per ton?
Answer: This bid schedule proposal has been revised. The AC and CMB are now separate bid items.
Please see new bid item nos. 21A and 21B in the addendum.
Bid Addendum No. 2
Project and Specifications / Bid Contract Documents No. 22-08
9. Question: Plan sheet 6 of 7 show new conduit and pull boxes to be installed at West 19th Street and Wallace Ave. What bid item covers this work?
Answer: Plan sheet 6 of 7 showing the conduit will be removed and is updated in the new project bid contract documents and specifications submitted in this bid addendum.
10. Question: Is there a plan sheet 7 of 7?
Answer: Plan sheet 7 of 7 was removed since it was the W. 19th Street / Sundance Drive ramps and the entire W 19th plan set will be renumbered to only be 5 sheets per the new project bid contract documents and specifications submitted in this bid addendum.
11. Question: “The Contractor is directed to Appendix ‘C’ - Caltrans Encroachment Permit and shall pay the permit fee, obtain the double permit rider, and comply with the conditions of said permit.” Can the City please provide this info or add a bid item for the permit (maybe an allowance)? Answer: The City will apply for the Caltrans permit. Contractor will only need to sign off on the doublerider permit.
The contents of this bid addendum shall have precedence over all related provisions within the contract documents. It is the intent of the City of Costa Mesa to clarify the above-referenced items to all bidders.
Should it be necessary to request clarification on these matters, please send your request via e-mail at [email protected].
Please acknowledge receipt of this bid addendum by signing on page “P-4” of the proposal within the bid contract documents AND by filling out and signing within the rectangle on the first page of this bid addendum and e-mailing it to [email protected].
Failure to submit this acknowledgment form and/or signing page P-4 in the Bid Contract Documents and Specifications may cause your bid to be rejected.

This is the LAST addendum that will be issued for this project. NO further Requests for Information (RFIs) will be responded to.
This addendum, effective on this date, addresses the following items:
Section C – Bid Schedule of Items / Bid Proposal:
For Bid Item no. 16A, the quantity is now changed from 10 TONS to 26 TONS.
Revised bid schedule of items / bid proposal is attached to this Addendum No. 3.
Bid Addendum No. 3
Project and Specifications / Bid Contract Documents No. 22-08
The following are Question and Answer (Q&A) responses to bidder questions:
Regarding Bid Items 16A and 16B in Section C – Bid Schedule Proposal:
1. Question: The existing decorative crosswalk at Placentia Ave. & W. 20th St. is concrete. Bid Item 16A states to remove and replace with 6” of Asphalt Concrete. This assumes that Bid Item 16A is a “Remove & Replace” type item? If this is in fact the case, what is the purpose of Bid Item 16B (Cold Mill 2”)? Answer: The decorative crosswalk is not being replaced in Bid Item 16A. The existing decorative crosswalk is being permanently removed and then replaced with 6-inches of asphalt concrete (AC). The 2-inches atop will be cold milled.
2. Question: Bid Item 16A states to place 6” of Asphalt Concrete. This equates to 28 tons of Asphalt Concrete. Please revisit the proposal quantity of 10 tons and revise.
Answer: Quantity has been updated and revised bid schedule is attached. Now 26 tons.
3. Question: Bid Items 16A and 16B say remove 2” but put back 6”. Tonnage is based off 2”, which is correct?
Answer: The existing decorative crosswalk is being permanently removed and then replaced with 6- inches of asphalt concrete (AC). The 2-inches atop will be cold milled.
Regarding Bid Items 17A and 17B in Section C – Bid Schedule Proposal:
4. Question: The existing brick paver crosswalk at Placentia Ave. & W. 19th St. is concrete. Bid Item 17A states to remove and replace with 4” of Asphalt Concrete. This assumes that Bid Item 17A is a “Remove & Replace” type item? If this is in fact the case, what is the purpose of Bid Item 17B (Cold Mill 4”)? Answer: The brick paver crosswalks are not being replaced in Bid Item 16A. The existing brick paver crosswalks are being permanently removed and then replaced with 6-inches of asphalt concrete (AC).
The 4-inches atop will be cold milled.
5. Question: Once the brick pavers (Red in Color) are removed, are we to leave the grey concrete bands in place and place the 4” Asphalt within the concrete bands? Answer: Yes, the concrete bands are to remain in place and the asphalt is placed within the concrete bands.
Regarding Bid Items 21A and 21B in Section C – Bid Schedule Proposal:
6. Question: Does the City have a SF for the Digouts contained on Bid Items 21A & 21B? Does the City have a list of measurements for the Digouts (Digout Tabulation Sheet)? Answer: Units of measurement for the digouts are in tons and cubic yards (C.Y.). There is no formal list of measurements for the digouts.
7. Question: How is the removal of the Digouts paid for? Both Bid Items 21A & 21B state “Remove” & “Excavation”, but the quantities stated on the Bid Schedule Proposal do not check out, seeing that the City did not provide measurements and/or overall depths for the CMB.
Answer: The digouts are paid for per the units described in the bid schedule. Digouts are 6-inch minimum depth.
Bid Addendum No. 3
Project and Specifications / Bid Contract Documents No. 22-08
8. Question: City is encouraged to revisit Bid Items 21A & 21B in order for an accurate bid to be submitted by potential Contractors. The quantities, depths or lack of and overall verbiage stated within these bid items is very misleading and confusing.
Answer: In the past, the City has always presented digouts in this manner with units of tons and cubic yards (C.Y.). All bidders are equally bidding on the same information presented. Bidders are encouraged to use common sense best judgment in submitting unit bid prices.
Other Questions regarding the Bid Proposal Specifications:
9. Question: Page SP-23 includes a section for Mirafi 600X Subgrade Fabric. Is this required? If so, please update Bid Proposal to include an item for this material.
Answer: Mirafi 600X subgrade fabric is not required, but this is part of the specifications if in the event during construction, it becomes necessary.
10. Question: Page SP-29 states to Crack Seal after the Cold Mill operation. Is this required? Reason being, is the Bid Proposal includes Bid Items 14 & 23, which are Crack Seal items for the Slurry, but the proposal does not include Crack Seal items for the Cold Mill.
Answer: Crack sealing is required prior to slurry sealing. Crack sealing is not required after the cold mill operation unless specifically instructed by the Engineer.
The contents of this bid addendum shall have precedence over all related provisions within the contract documents. It is the intent of the City of Costa Mesa to clarify the above-referenced items to all bidders.
Should it be necessary to request clarification on these matters, please send your request via e-mail at [email protected].
