Provide reason(s) for the additional funding request and how the additional funds will go towards your original project scope and/or project expansion:

Additional funding will be used to purchase an additional operating vehicle that will allow for expansion of the service area to better connect underserved Westside Costa Mesa residents with employment and other services. The service area will be expanded to include Hoag Memorial Hospital Presbyterian which has 6,500 employees, many of whom live in the equity priority Westside community. The service area expansion to Hoag will also provide residents with access to world class healthcare, and related services. Additionally, the service area will be expanded to include the east side of Newport Boulevard which has many retail and employment opportunities in addition to several low-income housing developments including the 88 unit Project Homekey which provides transitional homeless housing, and the 91 unit Newport Senior Village which provides SRO units to low income seniors. In addition to these developments several motels along the corridor offer affordable weekly and monthly rates that historically cater to lower income individuals in need of temporary housing. The service expansion to Hoag and the east side of Newport Boulevard will allow for greater access to retail, employment, healthcare, and other services for underserved residents who lack access to a personal automobile.

Hi Ava,
Happy Friday! It has come to our attention that the City of Costa Mesa's launched service is operating in areas that do not meet CMO eligibility requirements and is requesting ongoing operations in those areas. Of the nine census tracts served, three do not qualify under SB 535 or AB 1550. The City has explained that service is extending to these ineligible areas (on the east side of the service area based on their community needs assessment, which identified grocery stores and employment hubs in these locations as essential destinations for residents within the eligible service area.

An analysis of the service area indicated that the residential population within the eligible service area (westside of the service area has limited or no access to grocery stores, community centers, and jobs, with many key destinations located just outside the eligibility boundaries. Given the community's expressed need for clean transportation options to these destinations, we support the City's decision to operate in these census tracts to allow access to destinations outside of boundaries of SB 535 and AB 1550 communities. As noted in the IM, "if community residents express a lack of clean transportation options to destinations such as a grocery store or healthier food retail stores which are located outside of the disadvantaged or low-income community boundaries, some ... service operations to/from the store would be allowed outside of boundaries." Docusign Envelope ID: 79D1F1E5-038E-41CA-B35C-7792C1280FAD In addition, with the proposed use of additional funds, the City of Costa Mesa seeks to expand its Let's Go Costa Mesa! service to include a nearby hospital, Hoag Hospital, Project Homekey transitional housing developments, and senior housing which also do not meet CO eligibility requirements. Expanding service to these locations would provide residents with access to employment at the hospital, healthcare services, and grocery stores, addressing the transportation barriers identified in the needs assessment.

Below are the census tracts and their eligibility status:
6059063605 AB 1550 & SB 535 Under Operations - Residential 6059063604 AB 1550 & SB 535 Under Operations - Residential 6059063701 AB 1550 Under Operations - Residential
6059063702 AB 1550 Under Operations - Residential
6059063906 AB 1550 Under Operations - Residential
6059063808 AB 1550 Under Operations - Residential
6059063010 Ineligible Under Operations - Grocery, Retail, Employment 6059063202 Ineligible Under Operations - Grocery, Retail, Employment 6059063601 Ineligible Under Operations - Grocery, Retail, Employment 6059063603 Ineligible Expansion - Hospital
6059063202 Ineligible Expansion - Transitional & Senior Housing We recommend allowing the City to continue its current service operations and expand to the proposed hospital, transitional housing, and senior housing in the CMO non-eligible areas to provide reliable and clean transportation to underserved residents who do not have access to reliable transportation including public transit or personal vehicle. The Costa Mesa community needs assessment highlights a "lack of [transportation] service close to home/destination," and the attached heat density map further demonstrates the demand for transportation between the westside of Costa Mesa, where residents live, and the eastside, where key destinations such as employment, grocery stores, and retail locations are concentrated.

Please let us know if you have any questions.

Best,
Nour
