Homeless
Housing,
Assistance,
and Prevention
Program
Requires a county continuum of cares that receive Homeless Housing, Assistance, and Prevention program funds to allocate funding to a smaller jurisdiction, defined as a city with a population under 300,000. In order to be eligible for funding a jurisdiction must have a compliant housing element and have adopted a local encampment policy.

This bill will provide the city access to additional funding for homeless services pending completion and certification of the housing element. The bill is sponsored by the California League of Cities.

State Housing
Law: Remote
Inspections
Requires cities and counties to offer homeowners remote inspection options for building permits in single- or two-family dwelling units. The bill requires videoconferencing or recorded photos and videos be allowed for inspecting residential work such as HV AC systems, electrical work, plumbing, and accessory dwelling units.

Based on discussions with Costa Mesa’s Fire Marshal and Chief of Inspections the use of videoconferencing or other “virtual” video tools is not adequate to ensure safety and adequacy of work. Staff recommends the bill be opposed unless amended to make this permissive for locals or to allow for a pilot program to occur in those jurisdictions willing to test new tools.
