HOMELESS SOLUTIONS TOWNHALL MEETING
OCTOBER 15, 2025 – 5:30 P.M. - MINUTES
CALL TO ORDER - The Special City Council Homeless Solutions Townhall meeting was called to order by Mayor Stephens at 6:01 p.m.
ROLL CALL
Present: Council Member Buley, Council Member Gameros, Council Member Marr, Mayor Pro Tem Chavez, and Mayor Stephens.
Absent: Council Member Pettis and Council Member Reynolds.
SPECIAL BUSINESS ITEM: HOMELESS SOLUTIONS TOWNHALL MEETING
Presentations by Mr. Robbins, Neighborhood Improvement Manager, Mr. Macias, Code Enforcement Manager, Poli ce Captain Wadkins, Ms. Hall Barlow, City Attorney, and Ms.
Gallardo Daly, Interim City Manager.
Public Comments - On Matters Related to Homeless Solutions
Jim Fitzpatrick spoke on calls for service and finding meaningful solutions for homelessness.
Steve McNally spoke on the need for compassion, and how can the community support this effort.
Jenn Tanaka spoke on the 311 App, inquired on enforcement protocols potentially changing regarding homelessness, funding for housing, and Section 8.
Speaker, spoke on community improvement.
Mary Capalini thanked staff for their work, spoke on non- profits, funding, case managers, and those who are waiting for assistance.
Speaker, spoke on the requirements for assistance.
Paul Harker thanked staff for the programs to help those in need and ex pressed concern on attracting those who are not residents.
Geoff West thanked the City Council and Mr. Robbins for the good work they do.
Margaret Sharp spoke on affordable housing and Accessory Dwelling Unit’s.
