RESOLUTION NO. 2026-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, AUTHORIZING APPLICATION FOR
FUNDS UNDER THE ORANGE COUNTY TRANSPORTATION
AUTHORITY ENHANCED MOBILITY FOR SENIORS AND
INDIVIDUALS WITH DISABILITIES PROGRAM AND
COMMITTING THE REQUIRED LOCAL MATCH FOR THE
SENIOR MOBILITY PROGRAM
THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY FINDS AND DECLARES AS FOLLOWS:
WHEREAS, the Orange County Transportation Authority (OCTA) administers the Enhanced Mobility for Seniors and Individuals with Disabilities (EMSD) Program to meet the transportation needs of older adults and individuals with disabilities when available transportation services are unavailable, insufficient, or inappropriate to meet those needs; and
WHEREAS, the City of Costa Mesa (City) operates the Senior Transportation Program, which provides low-cost, curb-to-curb transportation for Costa Mesa residents ages 60 and older, including medical transportation and non-medical rides within the City; and
WHEREAS, in August 2026, City staff submitted an operational EMSD grant application requesting $448,800 in grant funding to support the Senior Mobility Program for the 24-month period from July 1, 2027 through June 30, 2029; and WHEREAS, the application requires an apportioned twenty percent (20%) local match, not to exceed $89,760, if grant funding is awarded; and WHEREAS, OCTA requires the application to be approved by the City Council in an open and public meeting, to establish coordination with nonprofit transportation providers and ensure services are not duplicated; and
WHEREAS, City staff notified Abrazar, Inc. (Abrazar), a nonprofit provider of nonemergency medical transportation services to seniors in Orange County, of the City’s application and public hearing to consider the item, and requested feedback regarding service overlap and opportunities for coordination, and Abrazar acknowledged receipt of the notification without providing comments or opposition; and 2 WHEREAS, the City Council has considered the item at an open and public hearing regarding the EMSD grant application to provide an opportunity for input on coordination and potential duplication of transportation services; and WHEREAS, EMSD grant funding will allow the City to expand service levels by increasing weekly rides for medical services, with expanded service levels determined by the funding received.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby authorizes the application for OCTA EMSD Program funding for the Senior Mobility Program for the grant period from July 1, 2027 through June 30, 2029.
BE IT FURTHER RESOLVED that, if EMSD grant funding is awarded, the City of Costa Mesa commits to providing the apportioned twenty percent (20%) City match, not to exceed $89,760, for the duration of the grant period. The City’s match will be derived from the General Fund and included in the Parks and Community Services Department budget for the Fiscal Year 2027–28.
BE IT FURTHER RESOLVED that the Parks and Community Services Director, or his or her designee, is authorized to act as the City’s official representative in connection with the grant application and to provide any additional information and assurances required by OCTA.
