Subject: Consider approval of a Professional Design agreement with Harris and Associates for the Design of the 2023 Street Preservation Project and appropriation of funds to the project account
Date: February 08, 2022
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council of the City of Cotati adopt a resolution approving a professional services agreement with Harris and Associates for the design of the 2023 Street Preservation Project and appropriating funds for the project Background
This item is to seek Council approval of a design contract for completion of a street preservation construction project this summer. The City is committed to investing in its roadway infrastructure and the investment includes both higher cost rebuilding streets in poor condition as well as lower cost paving (i.e. street preservation) of streets in good condition. Every summer for the past several years, the City has completed a street pavement preservation project. This effort is a cost effective way to prevent streets from degrading to such an extent that expensive rebuilding is needed.
Analysis/Discussion
In order to be in construction this summer for a street preservation project, the design needs to begin by early March at the latest. The City requested and Harris and Associates has provided a proposal to prepare construction plans and specifications and bidding services for the City to contract with a construction company for construction this summer. City Staff have reviewed the proposal and find it to be fair and reasonable. Harris and Associates is uniquely qualified for this effort as they have prepared the City’s current five-year street capital improvement program and are in the process of updating the program. The streets identified for preservation treatments this summer are informed by the recently completed draft Pavement Management Plan (PMP). The PMP and the City’s overall plan for improving its streets over the next several years will be presented to Council and the public once the PMP and 5 Year CIP have been prepared.
Financial Considerations
The Public Works and Engineering Department is requesting a new encumbrance for fiscal year 2021/22 of $75,000 for the design and contingency of the 2023 Street Preservation Project. The encumbrance of funds is available under the new 2022A Streets Project fund. The future project cost is estimated at $949,059, which will be considered for inclusion in the City’s Fiscal Year 2022/23 budget.
Separately, use of the recently closed 2022A Streets Project funding will be subject to future public presentations along with the Pavement Management Program (PMP) and budget planning sessions which incorporate the 5-Year Street Capital Improvements Program.
Environmental Issues
The 2023 Street Preservation Project is Categorically Exempt under Section 15301 of the California Environmental Quality Act (CEQA) Guidelines as it consists of the repair and maintenance of an existing facility.
