RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI APPROVING A

PROFESSIONAL SERVICES AGREEMENT WITH HARRIS AND ASSOCIATES FOR THE DESIGN OF THE 2023 STREET PRESERVATION PROJECT AND

APPROPRIATING FUNDS FOR THE PROJECT
WHEREAS, the City is committed to investing in its roadway infrastructure and the investment includes both higher cost treatments rebuilding streets in poor condition as well as lower cost paving (i.e. street preservation) of streets in good condition; and WHEREAS, every summer for the past several years, the City has completed a street pavement preservation project and these efforts are cost effective in preventing streets from degrading to such an extent that expensive rebuilding is needed; and WHEREAS, to be in construction this summer for a street preservation project, the design needs to begin by early March at the latest; and WHEREAS, the City requested and Harris and Associates has provided a proposal to prepare construction plans and specifications and bidding services for the City to contract with a construction company for construction this summer; and
WHEREAS, City Staff have reviewed the proposal and find it to be fair and reasonable and Harris and Associates is uniquely qualified for this effort as they have prepared the City’s current five year street capital improvement program and are in the process of updating the program; and
WHEREAS, the streets identified for preservation treatments this summer are informed by the recently completed draft Pavement Management Plan (PMP); and WHEREAS, the City has two ongoing street projects; one under design and one in construction. These efforts are the West Side Street Project and the Downtown Connectivity and Safety Project (aka Quick Strike) and both of these projects are expected to expend most if not all of the funds appropriated for those efforts; and
WHEREAS, additional appropriation of funds are needed for the 2023 Street Preservation Project and funds are requested for the design in the amount of $60,790 and staff contingency funds for an additional amount of $14,210 for a total appropriation request from unappropriated general fund balance of $75,000; and
WHEREAS, the 2023 Street Preservation Project is Categorically Exempt under Section 15301 of the California Environmental Quality Act (CEQA) Guidelines as it consists of the repair and maintenance of an existing facility.
