Recommendation
It is recommended that the City Council adopt a motion to schedule the regular City Council meeting on February 22, 2022 as a special meeting to begin at 7:30 pm.
Background
The Brown Act requires that the City Council provide for the time and place for holding regular meetings. The Cotati City Council holds its regular meetings at 6:00pm on the 2nd and 4th Tuesday of each month.
Analysis/Discussion
A regular meeting is currently scheduled for Tuesday, February 22, 2022 at 6:00pm. However, staff is planning a special joint meeting of the City Council and Planning Commission from 5:30 pm to 7:30 pm on that same day. The special joint meeting is to discuss the Housing Element update. To accommodate the special meeting time, staff recommends that the City Council, by motion, adjust the start time of its regular meeting on that day from 6:00pm to 7:30pm.

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
