Recommendation
It is recommended that the City Council approve a resolution condemning the Russian invasion of Ukraine.
Background
This resolution is intended to show City support for a secure, democratic, and independent Ukraine. It also condemns Russia's invasion and attempted annexation of Crimea in 2014, Russia’s destabilizing actions in the Donbas region of Ukraine, and the full scale invasion of Ukraine that began on February 24, 2022, including the resulting humanitarian crisis.

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
