Hi Damien,
Here’s why I had the thought I had.
We need a southern distribution location. In our search, we found a facility that has a license for both manufacturing and distribution. The local tax is based on SF, not revenue, so our rate doesn’t change whether we manufacture, or not. If we decided to manufacture down south and only distribute up north, we’d actually meet the definition of having an associated license but still wouldn’t pay any manufacturing tax in Cotati.
I may have interpreted that incorrectly, and even if I have, it may not apply to anyone else, so may not be worth addressing.
Either way, we are committed to manufacturing in Cotati and to being a contributing member of the community. If you’d like to discuss this further, please feel free to call anytime.
Best,
Stuart Wilson

Hi Stuart,
Thanks for your email; I look forward to the start of manufacturing and hope that your business thrives here in Cotati.
If you think there are areas that could use additional clarity, I would very much like to hear from you. You can add comments directly to the documents I sent out, send me an email, or we could set up a phone call – which ever works best for you.

Hi Damien,
Sorry for sending the partial message.
To be honest, I was going to delete what I had written, since I’m not a lawyer and don’t really know what I’m talking about. It just seemed to me that without more clarity in the re-written code, someone could cheat the system and pay no taxes. I’ll leave it at that and assure you that our plan is to manufacture and distribute from our facility in Cotati.

Hi Damien,
Thank you for keeping us informed. It appears to me that someone could have an associated business, in connection with distribution and still not pay any tax. For instance, we are planning a man

Good Afternoon,
I am reaching out to you because you have an active
commercial cannabis permit with the City of Cotati. The City is currently in the process of updating our Cannabis Land Use Ordinance (Title 17.42.200 and related sections). The
changes are generally minor cleanup, but also include the ability for storefront retailers/microbusiness to add an associated Cannabis Consumption Café/Lounge through an
amendment to their commercial cannabis permit.
Additionally, the City Council will be renewing the tax resolution. The proposed tax resolution has no changes in the tax rate, but adds a tax rate for stand alone distribution facilities. This only applies if the distribution activity is not associated with another City issued commercial cannabis permit.
We are currently planning to take the changes in the
attached documents to the Planning Commission in March, followed by City Council for final approval. If you have any comments, suggestions, or concerns regarding the proposed changes, please provide those to me no later than end of day on Friday, February 18, 2022.
Sincerely,
