Annual Backflow Testing Service Bid Form
Bids Due: Tuesday, April 5, 3:00 p.m. Please Submit Bid on this Form
EXHIBIT B
SCOPE OF WORK
Overview:
The City is seeking bids for an annual contract with a Backflow Testing Service to provide the initial testing, certification, and documentation of City owned and customer requested backflow prevention devices within the City's service area.
Initial contract shall be for one (1) year with a provision for four (4) additional one (1) year renewals. The purpose of this bid is to ensure set pricing for the duration of the contract period, allow for expedited service upon order release, and secure a quantity discount.
General Information:
Backflow prevention assemblies are required by both the California Code of Regulations Title 17 and City Municipal Code 13-20 for the protection of the potable water system where an alternate source of water is present on site. The backflow prevention assemblies prevent the contamination of the domestic supply. Backflow protection is also required at sites where other contaminants, including "used" water from private storage tanks, could enter the municipal supply via back siphonage or back pressure. Annual testing is required for these devices. The tests must be conducted by certified testers
This proposal is requesting bids for the testing of residential and commercial backflow prevention assemblies within the City limits. The City has approximately 700 customers that have testable backflow prevention assemblies. The City notifies all customers before July 1 of every year, that they are required to have their backflow assemblies tested.
Although each owner may employ a certified backflow assembly tester of their own, the City offers this service which will be performed by the selected provider. It is anticipated, but not guaranteed, that approximately 250 backflow prevention assembly tests will need to be performed annually by the selected provider.
Work orders will be provided as follows:
- by July 1st for the approximately 80 City devices
- around October 1st, the remaining property owner managed devices within City limits.
Copies of the completed test reports and invoices must be provided to the Administrative Services Department monthly, but no later than November 15t.
Payment will be made per each test performed regardless of pass/fail result. The price provided in the Form of Proposal is to be for testing of residential and commercial assemblies regardless of pipe diameter size, location, and type of assembly.
In the event of a failed test, the provider is to notify the following: City Public Works Supervisor, City Department of Administrative Services Backflow Clerk, and the customer via a door hanger supplied by City.
