Cotati City Council
Agenda Staff Report
Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: Police Policy Compliance Review
Date: May 10, 2022
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council review and discuss the policy compliance review of the police department.
Background
In 2020, the City Council directed staff to initiate a third-party policy compliance review of the police department. This was one of many additional measures to ensure transparency and compliance with best practices. Additionally, poor compliance with policy is often a precursor to an organizational culture that often results in policing issues.
Analysis/Discussion
To conduct the review, the City hired George Hills, which used a subject matter expert to review compliance with departmental policies, as well as recommendations on industry best practices.
Both the report and a memorandum on the current status of recommendations are attached to this staff report.
Financial Considerations
Funding for the review was available within the adopted budget, so no additional appropriations were requested.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
