Recommendation
It is recommended that the city Council adopt an ordinance amending the land use code to implement General Plan policies that will streamline the review and approval of multifamily housing development and remove barriers to multifamily housing development.
Background
On April 26, 2022, the City Council introduced the attached ordinance intended to implement certain General Plan policies that will streamline the review and permitting of certain multifamily projects and remove barriers to multifamily housing development.
As discussed in the attached staff report from the April 26 meeting, the proposed ordinance amends the land use code to be consistent with certain action items and programs set forth in the Cotati General Plan, and does the following:
1. Increases the maximum allowed lot coverage on parcels in the NM (Neighborhood, Medium Density) zoning districts from 50% to 55%.
2. Increases the maximum allowed lot coverage on parcels in the NU (Neighborhood, Urban) zoning districts from 60% to 75%.
3. Allows for 35-foot-tall structures in the NU zoning district without the need for a use permit.
At the April 26 meeting, the City Council also considered a section of the ordinance that would have eliminated the requirement for a use permit to develop multifamily housing in the NM and NU zoning districts; however, after a significant amount of discussion, the City Council decided to remove that section from the ordinance and table the discussion on that item until a later date.
