RE: Downtown and Civic Center Connectivity and Safety Project Design and Environmental Services – Amendment No. 3
Dear Craig:
GHD is pleased to provide this proposed scope of work amendment to our existing agreement for the Downtown and Civic Center Connectivity and Safety Project (aka “Quick Strike Project”) (Project).
Project Understanding
GHD will work with our subconsultant, Anthropological Studies Center (ASC) of Sonoma State University, to complete the work outlined in this project understanding, including project management, document review, coordination and assistance with completing the NEPA documentation.
Caltrans Local Assistance has requested that the project team complete an Extended Phase I study of Native American archaeological resource P-49-000952 to determine the presence or absence of the site within the project APE. The archaeological study is being conducted to satisfy National Environmental Policy Act (NEPA) requirements for the project federal funding.
Caltrans’ programmatic Section 106 agreement requires an Extended Phase I (XPI) study be conducted at the location of P-49-000952, based on the results of the archaeological survey conducted in April 2022. This process requires a XPI proposal be approved by Caltrans prior to fieldwork. The XPI will consist of 4 to 6 auger test units within the site as close to the road prism as feasible. Augers will be collected using a 4-inch diameter auger to a depth 20 cm below vertical impact. Soil will be screened through a ¼-inch mesh screen to separate any cultural material. All auger units will be backfilled. No cultural material will be collected; any identifiable cultural material will be redeposited in the unit from which it was excavated. Following the XPI testing, a report (XPIR) will be completed detailing the methods and findings of the study.
If the site is determined to be present within the APE, further consultation with Caltrans will be required. If, in consultation with Caltrans, it is determined that the proposed project activities will require an Environmentally Sensitive Area-Action Plan (ESA-AP), then such a plan will be developed by ASC and approved by Caltrans for use during construction activities. The in-progress HPSR will be finalized following the XPIR review, as well as the Finding of No Adverse Effect (FONEA) letter for this project.
Please note that the XPI study will not evaluate either the National Register of Historic Places (NRHP) nor the California Register of Historic Places (CPHR) eligibility of significance for any cultural resources that may be identified.
If the site is determined to be present within the APE and will likely be affected by proposed project activities, Caltrans may require additional work outside of this scope.

Prepare Reports – ASC will prepare the Extended Phase I Proposal (XPIP). Following the fieldwork, ASC will prepare an Extended Phase I Report (XPIR), and if needed, an Environmentally Sensitive Area-Action Plan (ESA-AP). ASC will also update the HPSR and prepare an updated Finding of No Adverse Effect (FONAE) letter for the project.
Assumptions
• Mapping will be provided by GHD.
• Updated consulation letters will be signed by City of Cotati. • One review and final approval of the Extended Phase I Proposal is assumed by GHD, City of Cotati, and Caltrans.
