Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: Award of Mosaic Wall Bench Seat Construction
Date: June 28, 2022
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended that the City of Cotati City Council approve a resolution awarding a construction contract to Coastside Concrete and Construction, Inc. to construct the Mosaic Wall Benches, including related actions.

Background
In 2016, the City constructed the pedestrian plaza located at Old Redwood Highway and Highway 116. The plaza has curved walls covered with decorative tile and were designed to have three benches attached to them. However, the benches were not completed due to complications with closing out the project, including constructability of the benches and federal funding issues. Despite several bidding efforts, the City has been unsuccessful in securing a contractor to install the benches.

Analysis/Discussion
The City advertised for informal bids and received no bids on the prescribed bid opening day.

Several days later, the City received a bid from Coastside Concrete and Construction, Inc. The City follows UCCA rules which provide that, if no bids are received, the City can negotiate a contract without further bidding (PCC, Sections 20166, 22038(b)). The following is the section language:
(c) If no bids are received through the formal or informal procedure, the project may be performed by the employees of the public agency by force account, or negotiated contract without further complying with this article.

City Staff has reviewed the bid proposal and has determined it is responsive and recommends award of the construction contract.

Financial Considerations
The proposed FY22/23 City annual budget has $46,000 allocated for the Mosaic Wall Benches Project and has carried this over from the prior year’s budget. The Construction bid is for an amount of $46,500. City staff requests a contingency of $6,500 for a total project budget of $53,000.

Environmental Issues
This Project is Categorically Exempt in accordance with the California Environmental Quality Act Guidelines Section 15301 Existing Facilities as the Mosaic Wall Benches Project is a minor alteration of an existing structure, therefore, no further environmental review is required.
