BUDGET AMOUNT
WHEREAS, in 2016, the City constructed the pedestrian plaza located at Old Redwood Highway and Highway 116, which included a design for integral benches; and WHEREAS, the benches were not completed due to complications with closing out the project, including constructability of the benches and federal funding issues; and WHEREAS, despite several bidding efforts, the City has been unsuccessful in securing a contractor to install the benches; and
WHEREAS, in May 2022, the City again solicited bids for the project but no bids were received during the bidding period; and
WHEREAS, June 13, 2022, the City received a bid from Coastside Concrete and Construction, Inc. for $46,500; and
WHEREAS, if no bids are received, the City can negotiate a contract without further bidding (PCC, Sections 20166, 22038(b)); and
WHEREAS, the proposed FY22/23 City budget has $46,000 allocated for the Mosaic Wall Benches Project and has carried this over from the current year’s budget; and WHEREAS, the low bid was evaluated and was determined to be a responsive bid; and WHEREAS, the proposed Project budget is recommended to total $53,000 which includes the Construction contract and a project contingency of $6,500, and the available funds are recommended to come from the unappropriated General Fund in the FY 22/23 budget; and WHEREAS, the Project is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15301 Existing Facilities as the signage constitutes minor alterations to existing facilities, and under Section 15311 accessory structures including signs; and
NOW THEREFORE LET IT BE RESOLVED by the Council of the City of Cotati that:

1. All of the above recitals are true and correct and incorporated herein by reference; and
