Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: Adoption of the City Wide Salary Schedule for Fiscal Year 2022/23 Date: June 28, 2022
Written by: Neil Tomlinson,
Recommendation
It is recommended that the City Council adopt the fiscal year 2022/23 salary schedule, as updated per the current City labor agreements.

Background
The City Council and staff believe that our citizens have a right to full transparency with respect to public information, including the wages and benefits received by City employees and elected officials. To that end, salary schedules as well as labor agreements are available on the City’s website.

For transparency as well as effective and efficient financial reporting, City staff have prepared the annual salary schedule for fiscal year 2022/23, using the adopted labor agreements in effect as of July 1, 2022.

Analysis/Discussion
The City of Cotati has three separate bargaining units; the CEA, the Cotati Police Officers Association (CPOA), and the Cotati Police Management Association (CPMA), as well as the Non-Represented group and a single employment agreement with the City manager. The salary schedule implements the existing approved memorandum of understandings with each group or contract.

The State of California has implemented an annual increase to the minimum wage so that as of January 1, 2023, the minimum wage will be increased by 50 cents to $15.50 per hour. To meet this requirement the City staff is recommending early adoption of the minimum wage in effect for Intern and Recreation Staff positions as of the first full pay period of the fiscal year.

Financial Considerations
There is no fiscal impact associated with the approval and publishing of the salary schedule.

Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
