Subject: Consider approval of a Professional Design agreement with Harris and Associates for the Design of the 2023 Street Preservation Project
Date: June 28, 2022
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council of the City of Cotati approve by motion a professional services agreement with Harris and Associates for the design of the 2023 Street Rehabilitation Project and authorize the City Manager to execute the professional services agreement and any needed amendments up to the project's design budget amount.
Background
This item is to seek Council approval of a design contract for completion of a street rehabilitation construction project spring of 2023. The Project follows the recommendations of the City’s Pavement Management Program and is consistent with its recently adopted Annual and Multi- Year Capital Plans. The City is committed to investing in its roadway infrastructure and the investment includes both higher cost rebuilding streets in poor condition as well as lower cost paving (i.e. street preservation) of streets in good condition. Every summer for the past several years, the City has completed street pavement preservation and rehabilitation projects and has significantly improved the overall condition of its streets.
Analysis/Discussion
In April 2022, the City Engineering Division issued a request for qualifications and received proposals from sixteen engineering firms. After evaluating the proposals, City Staff determined Harris and Associates to be the most qualified for the 2023 Street Rehabilitation Project. The City requested and Harris and Associates has provided a proposal to prepare construction plans and specifications and bidding services for the City to contract with a construction company for construction in the spring of 2023. City Staff have reviewed the proposal and find it to be fair and reasonable. The streets identified for rehabilitation treatments this summer are informed by the recently completed Pavement Management Plan (PMP). Note that the final list of streets may change slightly during design due to budget or other considerations.
The PMP presents four scenarios of street investment from zero funding to the current level of funding. If the City is able to sustain an average annual street funding of approximately $3.4 million, the City’s Pavement Condition Index (from zero to 100) is projected to increase to 84 by 2026. With an overall PCI of 84, the City will have achieved its goal and have significantly reduced its annual street maintenance costs as primarily low cost treatments would be required.
Financial Considerations
The City’s proposed FY22/23 Annual Budget includes $320,000 for design. The proposal from Harris and Associates is $303,628 which is within this budgeted amount and, therefore, no budget amendment is needed for the action of approving the design contract. The funding is to come from the City’s General Fund.
Environmental Issues
The 2023 Street Rehabilitation Project is Categorically Exempt under Section 15301 of the California Environmental Quality Act (CEQA) Guidelines as it consists of the repair and maintenance of an existing facility.
