Amendments to the 2009 City of Cotati Downtown Specific Plan 1 PROPOSAL TO PROVIDE PLANNING SERVICES
1.0 PROJECT PURPOSE
The City of Cotati Downtown Specific Plan (DSP) Amendments project proposes minor technical changes and additions to the DSP and implementing zoning and design documents to accommodate State Housing Law changes which could result in development of projects which exceed planned land use densities and infrastructure capacity in downtown Cotati.
At the direction of the City Council, the focus of this project is to prepare amendments that would fine tune the DSP land use regulations to ensure the City is both consistent with state housing laws and the City’s vision for downtown as expressed in the adopted DSP.
Specifically, the project would modernize DSP policies and zoning and design implementation to ensure consistent compliance with DSP Goals seeking to enhance and maintain the Cotati Downtown historic character and form while accommodating increased residential density consistent with both the City of Cotati General Plan and State Housing Law.
2.0 SCOPE OF WORK
To accomplish the project purpose and support DSP goals to provide all citizens with a diverse and sustainable balance of housing, commercial, community uses consistent with the designs and densities described in the DSP, project manager Bret McNulty will serve as an adjunct to City staff coordinating to implement the following tasks and schedule:
1. Project Initiation, which will serve to establish project related staff procedures and protocols, information sharing, and communicate expectations regarding Deliverables include project initiation meetings (in person, via zoom), data sharing, ongoing web and print document formats, deliverables, and schedule and task coordination.
2. Prepare the Administrative Draft DSP Amendments, including zoning ordinance and objective design guidelines revisions in coordination with City Staff.
Deliverables encompass electronic document submittals of an Administrative Draft DSP Amendments up to two rounds of review by City staff. New density and floor area calculations will be integrated into the documents.
3. Prepare a Draft Addendum to the Environmental Impact Report for the 2009 Cotati DSP Amendments consistent with the California Environmental Quality Act (CEQA) Guidelines sections 15162 and 151641.
1 This scope of work assumes that an Addendum is the appropriate environmental document for the DSP Amendments project as changes and additions would be necessary to make the previously certified EIR apply to the project and none of the conditions described in CEQA Guidelines section 15162 calling for preparation of a subsequent EIR or an EIR supplement have occurred.

Amendments to the 2009 City of Cotati Downtown Specific Plan 2 Deliverables include preparation of draft Supplement to the 2009 City of Cotati Downtown Specific Plan Final EIR (FEIR), pursuant to the CEQA Guidelines section, and for review by staff. Assumes that density and floor area ratio revisions will not result in any of the conditions described in CEQA Guidelines section 15162 that would require preparation of a Supplement to an EIR or a Subsequent EIR.
4. Prepare Draft DSP Amendments and CEQA Addendum with City staff comments integrated.
This task assumes up to two rounds of comments by City staff on the Administrative Draft DSP Amendments (including zoning and objective design guidelines), and CEQA Addendum. Electronic submittals will include PDF formats of the documents for web presentation.
5. Staff Reports and Presentations. Prepare staff report(s) and presentation(s), with supporting documentation for each meeting.
Deliverables include preparation of iterative staff reports, PowerPoint presentations, and findings including general plan, zoning, objective design standards, and CEQA findings. This task assumes integration of up to two rounds of City staff comments on each document.
6. Present the Draft DSP Amendments and FEIR Addendum at adoption hearings before decision-makers in coordination with City staff. Prepare Final DSP Amendments.
This scope assumes attendance at two decision-maker hearings including presentations and revisions to address staff comments and revisions to all Final DSP Amendments documents based on public and decision-maker comments.
Attendance at additional meetings would only occur at the City’s request and invoiced on a time and materials basis.
7. Optional tasks not included and available with addition scope of work and budget and prior authorization from City staff.

c. General Plan and/or Housing Element consistency revisions.
