Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: General Engineering Services Agreement with Moe Engineering, Inc. for providing general engineering support services
Date: July 26, 2022
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council by motion approve a Professional Services Agreement with Moe Engineering, Inc. for General Engineering Services and authorize the City Manager to Execute said amendment.

Background
The City uses engineering consultants to assist the Public Works Department with services on an as needed basis to augment City staff. Use of consultants is a common practice for small cities as workloads fluctuate and consultants help with both expertise and resource leveling. It is especially appropriate now as the Engineering group consists of one staff person (the Public Works Director/City Engineer) as the City endeavors to fill the vacant Civil Engineer and Engineering Technician positions.

Analysis/Discussion
The Public Works Department’s Engineering Division regularly uses contract services to augment staff. These services are used for updating or maintaining engineering standards, updating permit processes, consultation on real property/surveying tasks including certificates of correction and providing development review. With the vacancy of the Engineering Technician and Civil Engineering positions, additional assistance is needed with ongoing Engineering Division workload including processing encroachment permits, processing conservation rebates, assistance with Capital project management, records management, and responding to customer calls.

Financial Considerations
The City’s adopted Fiscal Year 2021-22 Budget includes $20,000 for On-Call General Engineering Services. With the recent Civil Engineer vacancy, additional contract services are needed with an estimated amount of $32,500. These charges are to be funded with an operating budgetary reclassification of funds within the General Fund Engineering Department (101-18).

This reclassification of funding will reduce budget assigned for vacant staffing within salaries and benefits to professional contract services. No new or additional appropriations of funds are deemed necessary at this time. This amount does not include development review charges which are paid for through direct cost recovery either through deposit accounts or itemized charges received upon issuance of building permits.

Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
