Subject: Acceptance of the Community Center Roof Replacement Project Date: July 26, 2022
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council adopt a resolution accepting the Community Center Roof Replacement Project as complete, authorizing the City Clerk to file the Notice of Completion, and authorizing the release of retention following 35 days of noticing.
Background
The Community Center is a valuable resource for the City, housing both the Chamber of Commerce and the six classrooms being used extensively for community classes and spaces for the City’s Recreation Program. Since 2005, the roof has experienced continued degradation with leaks evident each winter. In 2020, the City hired Interactive Resources Architects and Engineers (Interactive Resources) to complete the design and bid documents to replace the Community Center roof. Moe Engineering was hired at that time to assist City staff in managing the Project.
The roof has been replaced and the City is to accept the work.
Analysis/Discussion
On May 25, 2021, the City Council awarded the Civic Center Roof Replacement Project to Stronger Building Services. Stronger Building Services has completed the work including punchlist items. Final inspection of the work was completed on July 12, 2022, and the City Engineer has determined the work has been completed in conformance with the construction documents and recommends it for acceptance by the City. Following City acceptance of the work, the City Clerk is to file with the County Clerk the Notice of Completion, and following 35 days of noticing, so long as there have been no liens or stop notices filed against the Project, the City is to release the construction retention.
Financial Considerations
Resolution 2021-21, adopted by City Council on May 25, 2021, authorized an amount of $689,478 for replacing the roof, windows, and painting the Community Center. $648,478 of this total was allocated to the roof replacement project. Accounting for the roof design, construction, construction management and architectural assistance during construction costs, a total of $569,444 has been spent to complete the Community Center Roof Replacement Project which is 12 percent below the authorized amount.
Environmental Issues
This Project is Categorically Exempt in accordance with the California Environmental Quality Act Guidelines Section 15301 Existing Facilities as the Community Center Re-Roof Project is a minor alteration of an existing structure, therefore, no further environmental review is required.
