Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: Agreement for On-Call and Downtown Specific Plan Consulting Date: July 26, 2022
Written by: Noah Housh, Director of Community Development Recommendation
It is recommended that the City Council adopt a resolution to authorize the City Manager to execute a contract with 4Leaf Inc. to provide on-call and Downtown Specific Plan Update planning consulting services.

Background
From time-to-time the City of Cotati Community Development Department has the need for oncall planning consulting services to assist with workload management, special projects and California Environmental Quality Act (CEQA) analysis. In addition, the Downtown Specific Plan (DSP) has been identified as having some minor inconsistencies and a lack of parcel specific zoning, both of which are contributing to a lack of certainty for future development projects within the DSP.

Analysis/Discussion
To assist the City with on-call planning needs, and to address the DSP inconsistencies, staff is requesting the City Council approve a contract for contract planning services with 4Leaf Inc.

More details on the potential scope of work and timeframe for completion of the DSP related items are identified in the Exhibit A-Scope of Work, attached to the resolution. The proposed work will require adoption of an ordinance, which will include public engagement and a recommendation from the Planning Commission prior to presentation to the City Council for review and approval.

Financial Considerations
The proposed services are estimated at not to exceed total of $40,000. The services have been budgeted in Fund 219, Account 80188 in the FY 22/23 budget. No appropriations are required.

Environmental Issues
This action to approve a contract for services is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
