RESOLUTION NO.
RESOLUTION OF THE COUNCIL OF THE CITY OF COTATI APPROVING AN ONCALL AND DOWNTOWN SPECIFIC PLAN UPDATE SCOPE OF SERVICES FROM 4LEAF INC. AND AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH 4LEAF INC.
WHEREAS, the City desires to employ a consultant to provide services related to the oncall needs of the Community Development Department and to make certain updates and amendments to the Downtown Specific Plan. Said work is to be performed in accordance with the terms and conditions set forth below and as described in the scope of services, attached hereto as Exhibit “A”, in addition to the budget and schedule attached hereto as Exhibit “B” incorporated herein; and
WHEREAS, the City has initially determined that 4Leaf Inc. is qualified by experience and ability to perform the planning related services desired by City, and 4Leaf Inc. is willing to perform such services; and
WHEREAS, 4Leaf Inc. will conduct all the work as described and detailed in this attached Agreement to be provided to the City; and
WHEREAS, the proposed service agreement is proposed to run until approximately January 2023, with a not to exceed amount totaling $40,000; and WHEREAS, City staff has reviewed the scope provided and finds it to be fair, reasonable and likely to meet the City’s requirements and needs of Downtown Specific Plan Update process and related on-call planning work.
NOW THEREFORE BE IT RESOLVED the City Council of the City of Cotati does hereby:
1. Find that the action of contract approval does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required; and
2. Approve the draft Scope of Services identified in the attached Exhibit A, proposed by 4Leaf Inc. and authorizes the City Manage to execute a Professional Services Agreement with 4Leaf Inc. for a total not to exceed amount of $40,000.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on the July 26th, 2022, by the following vote, to wit:
