INTRODUCTION
KLH Consulting, Inc. is pleased to present this proposed DataWatch Service Agreement (hereinafter referred to as the “Agreement”) to City of Cotati (hereinafter referred to as “Customer”). The purpose of this Agreement is to detail the objectives, procedures, identification of responsibilities, and estimated fees as they pertain to services being proposed by KLH.

DataWatch is designed to maintain, monitor, and secure Customer’s critical network infrastructure components that if left unmaintained, underperforming or inoperable, will ultimately affect a Customer’s ability to conduct business.

DataWatch includes tailored services in these areas.

MONITORING, MAINTENANCE & SYSTEM ADMINISTRATION
Monitoring
DataWatch actively monitors critical devices and services and will generate notifications when network events occur outside normal parameters. Active monitoring of critical network components can dramatically reduce or eliminate computing problems while maximizing the speed, performance, and stability of your network.

Network monitoring will be performed 24x7 via an installed device software agent and/or a KLHprovided Windows network monitor (called a “probe”). The agents/probes are configured to monitor specific network parameters to detect and report problems before they escalate to system downtime, data loss or expensive repair issues. Some of the items that can be monitored include:
• Server and Workstation operation and performance
• Hardware integrity
• Storage space
• Data backup job success
• Firewall status and security (for available technologies) • VPN tunnels (for available technologies)
• Anti-virus protection (for available technologies)

ENHANCED NETWORK SECURITY
Customer’s need for enhanced Network Security Services will be evaluated. Should such services, which include: data loss prevention (DLP); intrusion prevention and detection (IPS/IDS), threat emulation, threat extraction and application management be advisable, KLH will recommend such to Customer and provide an agreement for these additional services.

Anti-Spam Solution
The hosted anti-spam service will reduce spam and protect against many unwanted attachments which may introduce viruses, spyware, phishing schemes, identity theft, and other dangerous or undesirable content. This service provides a layer of protection of email against possible attacks. As an added benefit, mail is provided via a portal should Microsoft Office 365 be unavailable.

Endpoint Protection Solution
Endpoint Detection and Response (EDR) offers attack remediation, cleaning all artifacts of a malicious attempt, including registry, scheduled tasks and more, while Rollback Revert returns an endpoint its pre-infected state. Upon detection, EDR can immediately stop lateral threat spread cold by disconnecting the infected endpoint from the network while still maintaining the agent’s connection to the management console.

Multi Factor Authentication
Multi-factor authentication is an electronic authentication method in which a user is granted access to a network, application or web based software only after successfully presenting two or more pieces of evidence to an authentication mechanism.

Phish Testing
Monthly phish tests will be set up and delivered to users to provide training regarding phish attempts. For users who act on “phishes”, access to training is provided.
